			<description>&lt;h1&gt;Council Role and Responsibilities&lt;/h1&gt;
&lt;p&gt;The Tasman District Council is a public benefit entity whose primary objective is to provide goods and services for community or social benefit.&lt;/p&gt;
&lt;p&gt;Councils are required to make decisions and set directions for promoting the social, cultural, environmental and economic wellbeing of their communities. They also have a responsibility to lead, provide for and contribute to the good governance of their communities.&lt;/p&gt;
&lt;p&gt;In meeting the described requirements Council must:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Provide directly or on behalf of central government, adequate, equitable and appropriate services and facilities for the community&lt;/li&gt;
&lt;li&gt;Ensure that the services provided are managed efficiently and effectively exercise community leadership&lt;/li&gt;
&lt;li&gt;Exercise its functions in a manner that is consistent with and actively promotes the principle of cultural diversity&lt;/li&gt;
&lt;li&gt;Manage, protect, develop, restore, enhance and conserve the environment&lt;/li&gt;
&lt;li&gt;Account for and manage assets for which it is responsible&lt;/li&gt;
&lt;li&gt;Facilitate involvement of councillors, member of the public, users of facilities and services and council staff in the development, improvement and co-ordination of local government&lt;/li&gt;
&lt;li&gt;Raise funds for local purposes by way of rates, charges and fees and investments, loans and grants&lt;/li&gt;
&lt;li&gt;Keep the local community informed about its activities&lt;/li&gt;
&lt;li&gt;Ensure that in the exercise of its regulatory functions it acts without bias&lt;/li&gt;
&lt;li&gt;Act as a responsible employer.&lt;/li&gt;
&lt;/ul&gt;&lt;h2&gt;Tasman District Council is a Unitary Authority&lt;/h2&gt;
&lt;p&gt;Tasman District Council is one of only five Unitary Authorities in the country.&lt;/p&gt;
&lt;p&gt;There are two kinds of local government councils in New Zealand - the territorial authority and the regional authority. Each has different responsibilities. Most local governments in New Zealand are made up of a separate regional council with several territorial authorities (city or district councils) within its borders. The Wellington Regional Council, for example, has nine local councils in its region.&lt;/p&gt;
&lt;p&gt;A unitary authority is a territorial authority that also has all the responsibility of a regional authority - unifying both roles in one local government body which covers one geographical area.&lt;/p&gt;

&lt;li&gt;Motueka &amp;amp; Kiyosato, Japan&lt;/li&gt;
&lt;li&gt;Richmond &amp;amp; Fujimi Machi, Japan&lt;/li&gt;
&lt;/ul&gt;&lt;h2&gt;Grootegast, Netherlands&lt;/h2&gt;
&lt;p&gt;Council has signed a friendly town agreement with Grootegast in Holland to encourage economic and cultural relations between our Districts.&lt;/p&gt;
&lt;p&gt;The District's relationship with Grootegast carries a special significance. Abel Tasman was born in Lutjegast, in the Grootegast municipality. Tasman is the earliest recorded European visitor to New Zealand in 1642. Tasman District, Tasman Bay, Tasman Sea, Tasman Village and Abel Tasman National Park all bear his name.&lt;/p&gt;

&lt;p&gt;The Tasman District covers 9,786 square kilometres and is bounded to the west by the Matiri Ranges, Tasman Mountains and the Tasman Sea. To the north Tasman and Golden Bays form its seaward edge, and the eastern boundary reaches the Spencer Mountains and the St Arnaud and Richmond Ranges to the southern boundary of the Victoria Ranges.&lt;/p&gt;

Tasman District Council is an Approved Organisation under the Land Transport Management Act.&lt;/p&gt;
&lt;p&gt;Tasman District Council approved its Procurement Strategy in September 2010 and a review was conducted in September 2011. As a result, Council resolved that Section 6 be amended to increase the value of contracts awarded via Supplier Panels to $500,000 (was $300,000) from 1 October 2011. The Procurement Strategy has been revised to reflect that change.&lt;/p&gt;

&lt;p&gt;Tasman District Council are serious about health and safety and must ensure the health and safety requirements of contractors working on, and in the vicinity of, Council-managed sites are met.&lt;/p&gt;
&lt;p&gt;The approval process is not a guarantee of work, however it may provide the contractor with an advantage in the selection process because they have already met the Council's prerequisite health and safety expectations.&lt;/p&gt;
