			<title>Navigation Safety Warning - Motueka Buoy Absent</title>

			<description>&lt;p&gt;Users of Port Motueka are advised of the following:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Tasman District Council has been advised that one of the informal local marker buoys at the Motueka bar is missing. &lt;/li&gt;
&lt;li&gt;The missing buoy is a black mussel float fitted with a radar reflector, and is usually positioned at or near the southern extent of the inner sandbar (spit), as shown by a black dot in attached guidance plan.&lt;/li&gt;
&lt;li&gt;A Motueka Port Users Group (MPUG) representative has advised that due to resourcing issues they cannot predict when the buoy will be replaced.&lt;/li&gt;

Note that the extent of the bar and spit have migrated towards the south east since the ‘Guidance’ graphic on that webpagewas surveyed, and other buoys have not necessarily been moved by MPUG to accommodate the changes. Always navigate with caution in this area. Travel at a safe speed and use of a depth sounder is recommended.&lt;/li&gt;
&lt;/ol&gt;&lt;h2&gt;&lt;strong&gt;Advice&lt;/strong&gt;&lt;/h2&gt;
&lt;ul&gt;&lt;li&gt;(a) Vessel operators are advised to navigate with heightened caution when entering or departing Port Motueka until the buoy is replaced.&lt;/li&gt;

			<title>The Tasman Band Tour Returns 1 June</title>

			<description>&lt;p&gt;The Tasman Band Tour returns to the region, with three all-ages music gigs taking place in Richmond, Motueka and Golden Bay over consecutive weekends in June.&lt;/p&gt;
&lt;p&gt;The tour kicks off in Richmond on Saturday 1 June, hosted by the Club Waimea, before moving on to Motueka and the newly refurbished Motueka Memorial Hall on Saturday 8th June, and concludes in style in  Golden Bay on Saturday 15&lt;sup/&gt; June with a grand finale show at the Pohara Hall.  All shows run from 8-11pm, are all-ages, alcohol free and free to attend.&lt;/p&gt;
&lt;p&gt;The tour provides up and coming youth bands with an opportunity to perform in a series of live shows across the district.  The three gig concert series also offers a creative outlet for young people to contribute towards making their communities vibrant, happening places.&lt;/p&gt;
&lt;p&gt;The line up has a familiar look about it, with The Black Spots (Garin College, Golden Bay High School), Buried in Blood (Motueka High School), Paper City (Nayland College/Garin College), Fire Without Permit (Waimea College) and Black Water (Waimea College) all returning for a consecutive tour of duty. The reformed ‘Little Ocean’s’, who have tasted international success as the critically acclaimed ‘Recommended by your Mom’ will once again headline the bill.  Element Six (Waimea College) round out the line up, making for a diverse range of pop, rock, metal and electronic genres to be represented on stage throughout the tour.&lt;/p&gt;
&lt;p&gt;As well as the pride and prestige associated with playing music in front of their peers, participating bands will also have the opportunity to learn alongside music and event professionals to develop their skills in setting up, running and mixing sound and lighting equipment. The ‘Live Sound &amp;amp; Show Production&lt;strong&gt; &lt;/strong&gt;workshops’&lt;strong&gt; &lt;/strong&gt;are made possible via a Ministry of Youth Development funding grant.&lt;/p&gt;
&lt;p&gt;Tasman District Council Community Recreation Officer Paul McConachie says the Tasman Band Tour offers a great opportunity for bands to hone their skills in front of a live audience.&lt;/p&gt;
&lt;p&gt;“There are a lot of talented young musicians out there who are restricted to shredding guitars and bashing drum kits in the confines of parent’s basements and rehearsal spaces.”&lt;/p&gt;
&lt;p&gt;“These dedicated musicians deserve an opportunity to play in front of a screaming audience and learn professional skills associated with live gigging along the way.”&lt;/p&gt;

			<title>Tasman District Council Seeks Public Feedback</title>

			<description>&lt;p&gt;As part of its ongoing commitment to actively seek public opinion and involvement, the Tasman District Council is commencing its annual survey of residents from this Friday.&lt;/p&gt;
&lt;p&gt;“The Council is charged with supporting and developing Tasman’s communities. It does this through a wide number of activities and services and every year we look closely at how well we are delivering”, said Mayor Richard Kempthorne.&lt;/p&gt;
&lt;p&gt;“The residents’ survey helps us to hear the views of our community on what we do well and where we can improve.  The telephone survey conducted over two weeks is a cost effective way to do this with an independent and impartial interview of a representative cross-section of people.”&lt;/p&gt;
&lt;p&gt;National Research Bureau, an independent research company offering specialised services to Local Authorities throughout New Zealand, has been commissioned to undertake the survey and report to the Council.&lt;br/&gt;&lt;br/&gt; People living in all five wards of the District will be telephoned, using a randomised selection method, and asked their opinions on a wide ranging list of services and issues pertaining to the Council, and the services it delivers to the residents of the District.&lt;br/&gt;&lt;br/&gt; The survey commences on Friday 17 May, and is expected to be completed on Sunday 26 May.&lt;/p&gt;</description>

			<title>Navigation Safety Warning: Absent Marine Farm Mark</title>

&lt;p&gt;The marine farm intermediate mark has been replaced, but lit buoy still missing.&lt;/p&gt;

&lt;/ul&gt;&lt;p&gt;Users of Tasman District coastal waters, especially in the vicinity of Aquaculture Management Area 3B are advised that:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Tasman Bay Ring Road Farming Ltd (TBRRFL) have advised Tasman District Council that one of their intermediate (or special mark) buoys is missing.&lt;/li&gt;
&lt;li&gt;The missing buoy is yellow in colour, spar shaped and is topped with a 2NM solar light 1.5m above the water that flashes yellow in groups of five every 20 seconds (Fl (5) Y 20s).&lt;/li&gt;
&lt;li&gt;The buoy is usually positioned at 41°03.60’S ; 173°06.61’E, approximately 0.55NM (1000m) south-west of the North Cardinal mark for the permanent mussel farming area located approximately 3NM seaward of Riwaka.&lt;/li&gt;
&lt;li&gt;TBRRFL have advised that due to unfavourable weather a replacement is not anticipated to be in place until early next week.&lt;/li&gt;
&lt;li&gt;The missing buoy is likely to float upright and is carrying a light, so is unlikely to present a hazard to navigation. However, mariners are urged to take care that this probably drifting mark not be mistaken for any other similar mark.&lt;/li&gt;

			<description>&lt;p&gt;Young people and youth agencies in Nelson-Tasman are gearing up for a week-long programme of youth activities, events, workshops and exhibitions as Youth Week for 2013 is celebrated across the globe and in the Top of the South. &lt;/p&gt;
&lt;p&gt;Youth week is about recognising the amazing contributions and achievements of young people in New Zealand. The week inspires us to value, support and affirm the diversity of young people in our society.&lt;/p&gt;

			<title>Collection of Shellfish Ban in Place</title>

			<description>&lt;p&gt;Due to the heavy rainfall over the last few days there is a large plume of contaminated water extending out from the Motueka River mouth. In addition, the rainfall has caused an overflow from the Motueka Wastewater Treatment Plant.&lt;/p&gt;
&lt;p&gt;Because of the overflow at the plant there is an increased risk of shellfish contamination particularly from the coastal areas Motueka River Mouth to Kaiteriteri.&lt;/p&gt;
&lt;p&gt;People are advised that shellfish should not be taken for consumption for a period of 28 days from today from this area. The area will be assessed throughout the ban period.&lt;/p&gt;
&lt;p&gt;People are reminded that after any heavy rain where there is discoloration of the water people should not swim due to the increased risk of infection.&lt;/p&gt;</description>

			<description>&lt;p&gt;A severe weather watch for severe gales from the easterly quarter has been issued by Metservice for the majority of Tasman District coastal areas, especially overnight tonight.&lt;/p&gt;

&lt;p&gt;(a) Vessel operators and owners of coastal structures such as jetties and moorings are advised to check for adequacy and security of ground tackle and lines. Loose equipment and vessels in low-lying foreshore areas should be secured to prevent wash-away. Bilges and pumps should be checked.&lt;/p&gt;
&lt;p&gt;(b) Mariners are urged to remain up to date with the forecast and seek shelter if necessary.&lt;/p&gt;

&lt;p&gt;Heavy northeast rain is forecast to develop tonight. In the 30 hours from midnight Monday to 6am Wednesday, expect 120 to 150mm of rain to accumulate. Peak intensities of 10 to 15mm per hour during Tuesday.&lt;/p&gt;

&lt;li&gt;This is a red can-shaped buoy, approximately 0.6m freeboard (1.5m overall), fitted with a radar reflecting band and red retro-reflective tape. No light is fitted.&lt;/li&gt;
&lt;li&gt; This buoy is not charted. Its position is atop the shallowest shingle bank northeast of the starboard lateral pile, at 41°14.747’S ; 173°07.050’E. A large concrete mooring block for this buoy dries at very low tides. 			<title>Responsible Recycling of TVs</title>

			<description>&lt;p&gt;Nelson City Council and Tasman District Council are doing their bit to ensure unwanted televisions are recycled responsibly.&lt;/p&gt;
&lt;p&gt;Both Councils will be providing subsidised television recycling drop-off sites from 22 April, as part of a regional initiative. In first months of the programme it will be delivered as part of the Government’s TV TakeBack programme, which coincides with New Zealand’s switch from analogue to digital television.&lt;/p&gt;
&lt;p&gt;From 22 April, Nelson residents can recycle unwanted televisions at the Nelmac depot in Vickerman St, and Tasman residents at Richmond, Mariri and Takaka Resource Recovery Centres. In addition, a number of local retail outlets are accepting TVs for recycling from 25 March, and the Councils congratulate them on their participation. &lt;p&gt;People do not need to buy a new TV to go digital and the Councils encourage people to re-use TVs wherever possible. However, any unwanted televisions must be disposed of responsibly with participating retailers or designated drop-off sites when they open.&lt;/p&gt;

&lt;p&gt;The subsidised $5 fee (down from $25 currently) will apply for the first 4,300 TVs collected at Council locations from 22 April. Fees at retailers will be also be $5 per television, and in some instances will not apply when buying a new television.&lt;/p&gt;</description>

			<title>Draft Annual Plan Meetings Begin Tuesday</title>

			<description>&lt;p&gt;Public meetings on the district’s Draft Annual Plan start in Motueka on Tuesday (26 March).&lt;/p&gt;
&lt;p&gt;The meetings are a chance for residents to meet Councillors and Council staff to discuss the plan and ask any questions.&lt;/p&gt;
&lt;p&gt;Most meetings have an open afternoon session, followed by a more formal presentation with time for questions and answers in the evening.&lt;/p&gt;
&lt;p&gt;A number of the evening sessions will be hosted by the respective residents or community associations. The local focus these groups bring to the discussion, along with the summary document delivered to all letterboxes, gives all residents sufficient information to fully participate in this important decision-making process.&lt;/p&gt;
&lt;p&gt;In Richmond for example, the local councillors will also be presenting the proposed Queen Street upgrade as well as opening discussions on urban density and what it could mean for Richmond.&lt;/p&gt;

			<title>Submissions Called for on Tasman’s Draft Annual Plan</title>

			<description>&lt;p&gt;From Wednesday (March 20) the residents of the Tasman District are able to submit on their Council’s Draft Annual Plan.     &lt;/p&gt;
&lt;p&gt;A 24 page Newsline summary of the plan delivered to every letterbox in the District from Wednesday on heralds the beginning of the public consultation period.  The summary is focused on the main issues, but is also an introduction to the Full Plan which is available online at &lt;a href=&quot;http://www.tasman.govt.nz&quot;&gt;www.tasman.govt.nz&lt;/a&gt; or in any of the Council’s offices or libraries from Wednesday.&lt;/p&gt;

&lt;p&gt;Mr Bush-King said that the second round of rain on Monday evening and night was sufficient to boost river levels and provide at least a two week buffer. The reason the deep Moutere aquifers remain on Stage 1 is that they are slow rainfall fed and it takes some time for them to respond to rain and they are still tracking downwards compared to two weeks ago. &lt;/p&gt;
&lt;p&gt;Council staff will continue to keep an eye on river flows, groundwater levels and coastal salinity. Mr Bush-King said this situation will be reviewed next week.&lt;/p&gt;

&lt;p&gt;“The good news is that the Motupiko Water Management Zone will not move to Stage 2 as from today and the remnant Wai-iti area outside of the Wai-iti Dam Service zone will not move to Stage 1.”&lt;/p&gt;

			<title>Reprioritisation Reduces Rates Forecasts</title>

			<description>&lt;p&gt;Setting the work programme and budgets for the year is perhaps the most important process the Council manages and the Draft Annual Plan provides a line by line plan of the work the Council is proposing to undertake on behalf of the District’s residents as well as the costs involved, said Tasman Mayor Richard Kempthorne.&lt;/p&gt;
&lt;p&gt;“The need to manage the demands on the Council to deliver necessary services for our community in a cost effective manner is always paramount.  To this end we have reviewed a number of projects and by focusing on new ways of achieving our goals we have been able to identify ways to deliver these services at a lower cost. “&lt;/p&gt;
&lt;p&gt;“We are pleased to say that this Draft Plan contains the lowest overall rates increase required by the Council for many years.  The general rate increase, after allowing for growth, is 1.53% and the total rates increase, including targeted rates, for most properties will be between 1.6% and 2.6%.  Some properties may differ from these figures depending on the targeted rates they pay for particular services.”&lt;/p&gt;
&lt;p&gt;“To achieve this result the Council has placed importance on providing services as efficiently as possible and also reviewed and identified ways to streamline our activities.  For some activities we have reduced the level of service, particularly in the areas of community recreation, environmental education and car park surfacing.”&lt;/p&gt;
&lt;p&gt;“There is a greater focus on shared services with councils throughout the country especially our immediate neighbours.   We currently have around 100 collaborative arrangements with other councils and we have identified a number of additional activities that have the potential to be a shared service.  The aim is to meet local needs while benefitting from the sharing of resources, costs and expertise.”&lt;/p&gt;
&lt;p&gt;“The ability of residents to contribute to the Council’s plans and decision-making is a fundamental right and the Draft Annual Plan is the best opportunity people have to shape the future of the District.”&lt;/p&gt;
&lt;p&gt;Submissions open on 20 March and close 4.30pm 22 April.&lt;/p&gt;

			<title>Tasman Dry Weather Taskforce - Reduced Demand, Restrictions Continue</title>

			<description>&lt;h2&gt;&lt;strong&gt;The Situation&lt;/strong&gt;&lt;/h2&gt;
&lt;p&gt;Water metering figures over the last week have shown a reduced demand for water. Tasman District Council’s Dry Weather Taskforce Convenor Dennis Bush-King says that this has been most welcome at what has been a critical stage in the drought affecting the district.&lt;/p&gt;
&lt;p&gt;Mr Bush-King thanked the many consent holders who have responded positively - not only with reducing water use but in getting their water meter returns to Council on a timely basis each week.&lt;/p&gt;
&lt;p&gt;“The drop in river levels has reduced and groundwater levels on the Waimea Plains are now benefiting from the earlier introduction of water restrictions even though they too are still dropping.  While salinity levels have increased slightly, these factors, and the prospect of some rain has meant that most restrictions will remain where they are.”&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;New Restrictions for Motupiko, part of Wai-iti&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The exceptions are the Motupiko Water Management Zone in which Mr Bush-King says the drying reaches of the Motupiko River are continuing to increase and permit holders will move to Stage 2 as from Monday 18 March.&lt;/p&gt;
&lt;p&gt;There are also 11 permit holders in the Wai-iti area who are outside of the Wai-iti Dam Service zone who will move to Stage 1. The Wai-iti Dam Service Zone is not under any restriction because the Council continues to release water from the Kainui Dam.&lt;/p&gt;
&lt;p&gt;Conditions are dry across the district and soil moisture deficit levels are high.  Mr Bush-King noted that fire risk had also increased to extreme in some localities.&lt;/p&gt;
&lt;p&gt;“People need to be careful with what water they can access.  There is still another four weeks of irrigation demand for many growers.  Urban users also need to continue their good efforts to reduce water use as the Conserve Water Notice remains in place.”&lt;/p&gt;
&lt;p&gt;“The sad news is that there are some people who have not managed to comply with the water restrictions. Council staff are currently investigating a number of over-takes and other offences that occurred last week.”&lt;/p&gt;
&lt;p&gt;Mr Bush-King said the Council continues to monitor the situation and the Dry Weather Task Force will meet again next week.&lt;/p&gt;
&lt;h2&gt;&lt;strong&gt;Restrictions&lt;/strong&gt;&lt;/h2&gt;
&lt;h3&gt;&lt;strong&gt;Water Restriction Notice&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;A Water Restriction Notice is in place in the urban areas of Richmond*, Mapua – Ruby Bay, Brightwater, Hope, Wakefield, Tapawera and their rural extensions. This also applies to the rural water supply schemes of Redwood Valley, 88 Valley, and Dovedale, and to owners of private domestic wells in the areas subject to rationing.&lt;/p&gt;
&lt;p&gt;* Richmond includes Daelyn Drive, Taranaki Place, Joyce Place, Kingi Place, John Sutton Place and Hill Street North including Mako Street, Marino Street and Iti Lane and the Wakatu Industrial Estate.&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Hand held hosing is only      permitted on productive gardens on odd and even calendar days      corresponding to the house street number and&lt;strong&gt; between 7.00 pm and 9.00 pm only&lt;/strong&gt;.&lt;/li&gt;
&lt;li&gt;The use of urban irrigation      systems, sprinklers or washing of cars is not permitted.&lt;/li&gt;

&lt;p&gt;Areas under Stage 3 restrictions, meaning a cut in use of 50 percent of consented water take levels are the Upper Catchment, Reservoir, Waimea West, Delta, Golden Hills, and Upper Confined Aquifer zones on the Waimea Plains.&lt;/p&gt;
&lt;p&gt;Areas under Stage 2 restrictions, meaning a cut in use by 35 percent of consented water take levels are Lower Confined, Hope, and Motupiko water management zones.&lt;/p&gt;
&lt;p&gt;Areas under Stage 1 restrictions, meaning a cut in use by 20 percent of consented water take levels are the Wangapeka, Tapawera Plains, Baton. Stanley Brook. Moutere Eastern and Moutere Western water management zones.&lt;/p&gt;
&lt;p&gt;Mr Bush-King also said that other areas around the district continue under various restrictions in terms of conditions on their water consent and these include the Takaka River, Anatoki River and Tadmor Zone.  No surface takes are permitted from the Moutere Stream.&lt;/p&gt;
&lt;p&gt;Flow sharing among users in the Riwaka Zone and in the Brooklyn and Little Sydney Streams has been successful and no further restrictions are required at this stage.&lt;/p&gt;</description>

&lt;li&gt;The buoy has been recovered and a 250mm diameter orange float placed temporarily to mark the position of its mooring chain.&lt;/li&gt;
&lt;li&gt;It is expected that a short green spar buoy, with the same light,  will be installed on 13 March to replace the damaged conical green buoy.  The height of the light above the water may be reduced to approximately  0.5m.&lt;/li&gt;
&lt;li&gt;Until further notice, Mariners are advised to not rely on this buoy or light for navigation.&lt;/li&gt;
&lt;li&gt;Note that an identical buoy to the one that was lost, with a similar light character, is also positioned off the Motueka bar.&lt;/li&gt;
&lt;/ol&gt;&lt;h3&gt;Advice&lt;/h3&gt;

			<title>Tasman Dry Weather Taskforce Update</title>

			<description>&lt;p&gt;Like other areas around New Zealand, drought conditions are biting across Tasman District.  The Council’s Dry Weather Taskforce Convenor, Dennis Bush-King says that most critically salinity levels are increasing on the coastal margins of the Waimea Plains and with the continued decline in river flows as well as groundwater levels has resulted in a move to Stage 3 water restrictions, a fifty percent cut in allowable takes, from Monday 11 March.&lt;/p&gt;
&lt;p&gt;“The dry conditions are extending and no significant rain is being predicted on the horizon.  Water demand is still high.  One farm near the coast on the Waimea Plains is facing a complete cut in irrigation because salinity in the trigger monitoring bore has been exceeded.  We are also introducing Stage 1 restrictions for the first time ever in the Wangapeka, Tapawera Plains, Baton  and Stanley Brook Zones in-line with provisions in the Motueka Water Conservation Order and permit conditions which are triggered by river flows in the Wangapeka River and Motueka River at Woodstock” said Mr Bush-King.&lt;/p&gt;
&lt;h2&gt;Several Restrictions in Place&lt;/h2&gt;
&lt;p&gt;“The decisions taken today may appear confusing as we will have water management zones at various stages of restriction from Stage 1, a twenty percent cut, some at Stage 2, a 35 percent cut, and still others at 50 percent.”&lt;/p&gt;
&lt;p&gt;The Tasman District Council has a staged approach to water restrictions whereas in other regions when restrictions are introduced, they are complete “cease takes”.  Mr Bush-King said the stepped approach works well for Tasman.&lt;/p&gt;
&lt;p&gt;“The Waimea River flow dropped a further 400 litres at Appleby Bridge down from last week’s 700 litres drop and is currently flowing just above 1000 l/s.  The river flow will continue to decline so we need to keep water in the river flowing for as long as we can to buffer against salt intrusion.”&lt;/p&gt;
&lt;h2&gt;Urban Areas: Car Washing, Sprinkler Use Restricted&lt;/h2&gt;
&lt;p&gt;Mr Bush-King said that further restrictions will be imposed on urban water users. Hand held hosing only is permitted on odd and even calendar days corresponding to the house street number between the hours on 7pm and 9pm.  No washing of cars.&lt;/p&gt;
&lt;p&gt;The Conserve Water Notice will apply in the urban areas of Richmond*, Mapua – Ruby Bay, Brightwater, Hope, Wakefield, Tapawera and their rural extensions. Mr Bush-King also noted that the continued Cobb Dam releases have continued to keep the flows in the Upper Takaka River and Te Waikoropupu Spring flows above trigger levels.&lt;/p&gt;
&lt;h2&gt;Other Areas&lt;/h2&gt;
&lt;p&gt;Consultation triggers have been breached in the Riwaka Zone and the water user committee manages a flow sharing regime. Triggers for rationing/rostering have also been breached in the Brooklyn and Little Sydney Streams which require the water user committee to manage its localised flow sharing/rostering regimes to maintain the minimum flow requirements in these streams (monitoring shows these have not yet been breached).&lt;/p&gt;
&lt;p&gt;“Matters could have been worse in the Hau Zone in the Motueka area but thanks to the Lower Moutere Irrigation scheme they were able to shift water around which has boosted groundwater levels.”&lt;/p&gt;
&lt;p&gt;Mr Bush-King said that the Motueka river at Woodstock has dropped to 6.6 cumecs (6600 litres/second) and under the national Water Conservation Order further restrictions may have to be introduced in the next few weeks without rain.&lt;/p&gt;
&lt;p&gt;There is still no rationing required in the Wai-iti Zone as Council continues to release water from the Wai-iti water augmentation dam at Kainui.  Even though lake levels are dropping we still have about 50 days supply at the current release rate which we will have to manage carefully.  The Council intends to meet the Wai-iti Water user Committee to discuss the release strategy to ensure water is used to best effect.&lt;/p&gt;
&lt;p&gt;Mr Bush-King said that notices will be sent out to all water permit holders this week and the Dry Weather task Force will meet again next week.&lt;/p&gt;
&lt;p&gt;“The one concerning aspect to emerge over the last week is the number of over takes.  Council has, and will continue to penalise water users who fail to comply with the water restrictions” said Mr Bush-King&lt;/p&gt;

			<description>&lt;p&gt;The Tasman District Council is committed to discussing the long term implications within a proposed plan change involving the future management of water for the Waimea Plains whether or not the Lee Valley Dam is built.&lt;/p&gt;
&lt;p&gt;As part of the commitment to involve the community at all key stages there are three public open days being held next week.&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;13 March 2013                Appleby School – Moutere Highway&lt;/li&gt;
&lt;li&gt;14 March 2013                Hope Hall – Hope Recreation Reserve&lt;/li&gt;
&lt;li&gt;18 March 2013                Council Chambers – Tasman District Council&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;The open days will start at 3.30 and finish at 7.00pm and will incorporate presentations by staff to describe the plan change and its implications at 4pm and again at 6pm.&lt;/p&gt;
&lt;p&gt;Outside of those times people will be able to discuss how they can participate in the formation of the proposed plan change with Councillors and staff.&lt;/p&gt;
&lt;p&gt;The plan change, once finalised, will present a number of options all of which provide differences to the way water is managed in the rural and urban catchments of the Waimea Plains.&lt;/p&gt;
&lt;p&gt;This proposal is the first Council action in the long running Lee Valley Dam proposal started nearly a decade ago by the community-led Waimea Water Augmentation Committee.&lt;/p&gt;
&lt;p&gt; The process starting next week is about providing a background to those interested in what is proposed arming them with the information needed if they wish to input into the plan change proposal.&lt;/p&gt;
&lt;p&gt;While the construction of the Dam is probably the key element there are a number of associated decisions that have to be made. They are decisions that have to be made regardless of the Dam’s eventual construction and because of the importance of sustainable water management to the District’s growth and prosperity residents need to be aware of all the issues and have the opportunity to contribute.&lt;/p&gt;

			<title>Motueka Wastewater Treatment Plant Solutions Coming</title>

			<description>&lt;p&gt;This summer the Council has received a number of odour complaints in Motueka. The odours have been sheeted back to the wastewater treatment plant and depending on  certain wind and weather conditions have been reported as unbearable.&lt;/p&gt;
&lt;p&gt;The complaints have led the Council to make further improvements to wastewater treatment plant in an effort to eliminate the odour issues.&lt;/p&gt;
&lt;p&gt;“While we are experiencing this long period of dry weather we will continue to monitor and implement different techniques for odour reduction. It is important that you continue to inform us of any odour effects”, said Robert Workman, the Council’s asset engineer in charge of the site.&lt;/p&gt;
&lt;p&gt;“You can phone or send an e-mail providing information on when and where the odours are occurring along with your name and a contact phone number. This will help us investigate the issue and take remedial action as soon as possible.”&lt;/p&gt;
&lt;p&gt;“Thank you to those residents who have kept us informed as we work on this problem.”&lt;/p&gt;
&lt;p&gt;“In order to monitor the level of naturally occurring hydrogen sulphide gas, the source of the smell,  more odour loggers have been placed in the wastewater delivery systems from both Kaiteriteri and Motueka. This will help to identify where additional treatment could be used to reduce odours from the pump delivery mains.”&lt;/p&gt;
&lt;p&gt;“The process is currently being monitored from end to end in an effort to identify any further issues. One thing we do know for sure is that the odour is from the network and not the ponds themselves.”&lt;/p&gt;
&lt;p&gt;An odour control unit at the wastewater treatment plant inlet has been installed and the odour reduction achieved has been very successful to date.&lt;/p&gt;
&lt;p&gt;The options for the renewal of the consent and its conditions for the management of the wastewater treatment site are being discussed by the Council later this month. Once the Council approves a proposed upgrade option then public consultation will start.&lt;/p&gt;
&lt;p&gt;Consultation will include an open day at the treatment plant site and further information on the proposed upgrade.&lt;/p&gt;
&lt;p&gt;Until the upgrade occurs we need to identify any further concerns regarding the operation of the treatment plant.  They may relate to odours or something that you would like to see improved. The upgrade works are planned to commence in 2014.&lt;/p&gt;</description>

			<title>Tasman Local Alcohol Policy Development to be Driven by Community Views</title>

			<description>&lt;p&gt;Tasman District Council’s Environment and Planning Committee has given the green light to the development of a local alcohol policy (LAP) for Tasman District.&lt;/p&gt;
&lt;p&gt;The progress of a LAP across the Top of the South has been a project since September last year with all three Councils involved.  The agreed outcome is not a joint LAP, but it is intended that the three Top of the South Councils (Tasman, Nelson, and Marlborough) will have closely aligned LAPs with identified economies and that staff from the three Councils will work co-operatively to achieve that goal.&lt;/p&gt;
&lt;p&gt;The process for developing the LAP is prescribed in the recently enacted Sale and Supply of Alcohol Act 2012.&lt;/p&gt;
&lt;p&gt;The first step in Tasman is Council staff undertaking a community survey to establish what the community thinks about the issues that a LAP can deal with. Over the next week or two, a random selection of residents will be approached to see if they wish to take part in the survey.&lt;/p&gt;
&lt;p&gt;Project Leader Graham Caradus said, “through this channel we are hoping to get a broad cross section of views from the community, and hope that it will include people that may not otherwise choose to formally submit on Council Policy. If you are approached to complete a survey, your cooperation would be appreciated.”&lt;/p&gt;
&lt;p&gt;&quot;Once that information is collated along with demographic, crime and health information, and advice taken from Police, the Medical Officer of Health, and ACC, the issues will be work-shopped with Council and a draft policy will be developed.&quot;&lt;/p&gt;
&lt;p&gt;“The draft policy will then be used for wider consultation in the community and feedback from that process used to formulate a Provisional LAP. The provisional LAP is prevented by statute from being  advertised prior to 18 December, but we will try to be completed by that date to limit any subsequent hold-ups.”&lt;/p&gt;</description>

			<title>Navigation Safety Warning: Marine Farm Expansion</title>

			<description>&lt;p&gt;From Monday 4 March the marine farms operated by Tasman Bay Ring Road Farming Ltd and Golden Bay Ring Road Farming Ltd will be continuing expansion work in both Tasman and Golden Bays.&lt;/p&gt;
&lt;p&gt;This work is likely to take approximately eight weeks. There will be  increased workboat and diving activities during this period.&lt;/p&gt;

&lt;h2&gt;Navigation Safety Warning&lt;/h2&gt;
&lt;p&gt;Further to local Navigation Safety Warning TDC2013/02, Tasman Bay Ring Road Farming Ltd (TBRRFL) have advised Tasman District Council that they have completed anchor installations for stage 2 of their permanent mussel farming development in AMA3B, pursuant to Coastal Permit RM050101V1, and over the upcoming month will be setting up farming lines. For further details, refer to TDC2013/02.&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Golden Bay Ring Road Farming Ltd (GBRRFL) have advised Tasman District Council that they intend to proceed to stage 2 of their permanent mussel farming development in AMA2 (northwest of Tarakohe Harbour), pursuant to Coastal Permit RM070990V1.&lt;/li&gt;
&lt;li&gt;This is an expansion of their two existing full-density farm sites. Stage 2 is 2/3rds density occupation of the entire consented area, forming a rectangle bounded at the seaward edge by the existing North cardinal and East Cardinal marks.&lt;/li&gt;
&lt;li&gt;TBRRFL intend to begin placing anchors from &lt;strong&gt;Monday 4 March 2013&lt;/strong&gt;, and follow with installation of backbones and growing lines. There are currently approximately 120 lines in place as stage 1. Approximately 158 new lines will be installed as stage 2. Backbone lines will be bundled in groups of 2 or 3 lines once anchored at one end, prior to connection to their second anchor. These bundles may present a hazard particularly to keeled vessels.&lt;/li&gt;
&lt;li&gt;Aids to Navigation: The East Cardinal mark will be moved to 40°46.03’S; 172°52.88’E. The three existing special marks between the North Cardinal mark and the East Cardinal will be relocated. No additional special marks will be installed.&lt;/li&gt;
&lt;li&gt;This work is likely to take approximately eight weeks. There will be increased workboat and diving activities during this period.&lt;/li&gt;
&lt;li&gt;The seasonal mussel and scallop spat catching sites nearby will not be affected. Normal operations continue in these sub-zones.&lt;/li&gt;

&lt;h2&gt;Advice&lt;/h2&gt;
&lt;p&gt;Until changes to marine farming boundaries are formally notified by Land Information NZ via Notices to Mariners, users of these areas are advised to make interim temporary navigation chart corrections as appropriate.&lt;/p&gt;
&lt;p&gt;Vessel operators are advised to avoid unnecessary navigation within the areas bounded by cardinal marks at AMA2 - &lt;em&gt;Puramakau&lt;/em&gt; (Golden Bay) and AMA3 - &lt;em&gt;Te Kumara&lt;/em&gt; (Tasman Bay), especially during times of darkness or poor visibility.&lt;/p&gt;
&lt;p&gt;Users of high-speed and small craft are cautioned against navigating at speed within the areas being developed. In particular, the speed limit of 5 knots within 200m of any structure, any vessel showing the dive flag (Code flag A) and 50m of any other vessel should be strictly observed.&lt;/p&gt;</description>

			<title>Sundial Square (Croucher Street) included in Speed Limit Bylaw Review</title>

			<description>&lt;p&gt;There is an additional street to be considered in the review of the speed limit bylaw currently out for consultation throughout Tasman.&lt;/p&gt;
&lt;p&gt;It is not a whole street, but it is an important through-route in Richmond.  Croucher Street begins at Sundial Square and it has a 50kmh designation.  It is accepted by the majority of people that this speed is almost impossible to attain without great risk to people and vehicles.&lt;/p&gt;
&lt;p&gt;However, with the current designation of 50kmh it is very difficult to provide a legal basis to promote safe driving through the centre of Richmond.&lt;/p&gt;
&lt;p&gt;With the proposed decrease in speed limit from 50 to 30 kmh for Queen Street, it is obvious for Croucher Street between Queen Street and McGlashen Avenue to be seen in the same light.  The needs are the same if not more important in an area that is focused on pedestrian traffic.&lt;/p&gt;
