These are official notifications affecting New Zealand nautical publications published by Land Information New Zealand.

Navigation Safety Warning: TDC2013/15: Absent Local Marker Buoy – Motueka Bar

Users of Port Motueka are advised of the following:

Tasman District Council has been advised that one of the informal local marker buoys at the Motueka bar is missing.
The missing buoy is a black mussel float fitted with a radar reflector, and is usually positioned at or near the southern extent of the inner sandbar (spit), as shown by a black dot in attached guidance plan.
A Motueka Port Users Group (MPUG) representative has advised that due to resourcing issues they cannot predict when the buoy will be replaced.

Note that the extent of the bar and spit have migrated towards the south east since the ‘Guidance’ graphic on that webpagewas surveyed, and other buoys have not necessarily been moved by MPUG to accommodate the changes. Always navigate with caution in this area. Travel at a safe speed and use of a depth sounder is recommended.

Advice

(a) Vessel operators are advised to navigate with heightened caution when entering or departing Port Motueka until the buoy is replaced.
(b) Any person who locates the buoy is requested to anchor it where found, or retrieve it if safe and practicable, and immediately notify the position to the Tasman harbourmaster on 03 543 8400 or harbourmaster@tasman.govt.nz.

Navigation Safety Warning: Absent Marine Farm Intermediate Mark

Navigation Safety Warning: TDC2013/14 Issued 0915 hours NZST, Monday 13 May 2013, by the Tasman District Council Harbourmaster

Users of Tasman District coastal waters, especially in the vicinity of Aquaculture Management Area 3B are advised that:

Tasman Bay Ring Road Farming Ltd (TBRRFL) have advised Tasman District Council that the intermediate (or special mark) buoy referred to by TDC2013/13 has been replaced at the farm site (at 41°03.60’S ; 173°06.61’E). However, the lit buoy is still missing.
The missing buoy is yellow in colour, spar shaped (octagonal) and is topped with a 2NM solar light 1.5m above the water that flashes yellow in groups of five every 20 seconds (Fl (5) Y 20s).
The missing buoy is brightly coloured and is carrying a light, so is unlikely to present a hazard to navigation. However, mariners are urged to take care that this probably drifting mark not be mistaken for any other similar mark.

(a) CANCEL TDC2013/13 on receipt.
(b) Vessel operators are advised to carefully confirm the identity and position of any light showing the character Fl. (5) Y 20s before relying on it for navigation.
(c) Any person who locates the buoy is requested to anchor it where found, or retrieve it if safe and practicable, and immediately notify the position to the Tasman harbourmaster on 03 543 8400 or harbourmaster@tasman.govt.nz.

Navigation Safety Warning - Port Lateral Light, Inner Mole - Tarakohe

The port lateral light on the inner mole near the entrance of Tarakohe Harbour has failed and will take some time to repair or replace.

The details of the failed light are Int. No: 4201, Location - Name: E inner mole Head, Lat Long: 40º49.3’S 172º 53.68’E, Characteristics: Oc R 3s.

Advice

The lateral lights on the outer mole continue to operate as do the lead lights. The inner moles can be safely navigated if the remaining lateral and lead lights are used with care.

Port Golden Bay - Tarakohe Harbour

Light moved temporarily

NEW ZEALAND – South Island – Golden Bay – Port Golden Bay - Light

The port lateral light Fl. R 3s at the entrance to the marina at Port Golden Bay (Tarakohe Harbour), NZ Light List K4199.8 has been temporarily moved 9 metres to the northeast of its charted position, following removal of a pile.
A new pile to mount the light will be driven in due course approximately 5m to the southwest of its charted position.
The light is currently obscured at certain tides by an adjacent berthed vessel.
This vessel is required to show deck lights during the hours of darkness when berthed until the light is relocated.
Charting action will be taken in due course.

South Island North Coast

Temporary Buoys

NEW ZEALAND – South Island – North Coast – Aids to Navigation

Lateral buoys to assist small craft with near-coastal passages and some tidal minor harbour approaches have been installed at Mapua approaches, Motueka River delta, Riwaka shelf and the Collingwood approaches. Most of these buoys are lit.
These buoys may move or fail at any time and should not be solely relied upon for navigation. Further details and current status can be viewed at www.tasman.govt.nz/transport/ports-and-wharves/
Charting action will be considered in due course.
An uncharted East Cardinal day beacon formerly at the extremity of the derelict wharf at 40°46.629’S 172°58.993’E (Onekaka) is absent following further disintegration of the structure this winter. Replacement of this mark is not intended. Mariners should exercise due caution in the vicinity and give visible structure remnants a wide berth.

Have Your Say: Draft Tasman District Council Reserves General Policies

Tasman District Council is calling for submissions on the draft Reserves General Policies document which has been prepared to consolidate policies that apply to all reserves and/or land administered by Council. This will allow for a consistent approach to reserve management. This document applies to all land in the Tasman District declared and classified as a reserve under the Reserves Act 1977 where Council is the administering body. It also applies to land that Council maintains as a reserve but is not yet declared or classified as reserve and land which is the subject of easements including esplanade strips, marginal strips, access strips and rights-of-way.

Copies of this document and submission form are available at Council offices and Libraries in Richmond, Takaka, Motueka and Murchison.

Submissions close on 15 July 2013.

A number of roads heve been closed becasue of slips or have limited access:

Awaroa Road – open, but restrictions are in place - no caravans, towed vehicles or trucks.
SH 60 at Bird Hill – still single lane and expect delays.

Ultra-Fast Broadband

Nelson Underground Services are currently installing Ultra-Fast broadband cabling in the Richmond area. This week they will be carrying out drilling and excavation works in:

Tasman Resource Management Plan Changes

Several major Tasman Resource Management Plan (TRMP) changes have been released for public submissions.

The TRMP is a combined district and regional plan. The Plan states objectives, policies and methods to achieve integrated management of various natural and physical resources in Tasman District. The Council may propose plan changes and other parties may request private plan changes.

Proposed Plan Changes

Information about each of the changes is given below. The Proposed Plan Changes are open for submissions until Monday 24 June 2013.

Plan Change 45 to 48 - Waimea Water Management and Augmentation (Lee Dam)

Water management provisions for the Waimea Plains, including what the water allocation rules might be in the event of the Lee Valley Community Dam either being built or not built.

Background

The Tasman District Council owns and operates the Motueka Wastewater Treatment Plant (Motueka WWTP). From the late 1980s treated wastewater from the Motueka WWTP has been discharged to land via sand soakage beds and, more recently, via wetlands.

Reserves

Update 16 May:

Rabbit Island front beach reserve is now open to vehicles, pedestrians and cyclists, and all mountain bike tracks including the Great Taste Trail are open.
Rough Island is open and there are no restrictions in Greenslade park, Equestrian Park or Hunter Brown picnic areas.
The Meadow Lane walkway is open.
Access to Dellside Reserve is open but caution is required. The mountain bike tracks are open.

Saxton Field complex is closed.

Disposing of Damaged Materials

Contact your insurance company.
Take photos of all damage before you clean up and keep all receipts.
If you are renting, contact your landlord and consult your contents insurance policy.

If you don’t have insurance, contact the Ministry of Social Development and make an appointment to see someone in Stoke or Nelson (the Richmond office has been damaged).

Welfare Needs

Please register at the Tasman District Council Richmond office if you feel unable to cope on your own. Those in Nelson can also contact Nelson City Council for welfare assistance if they are in urgent need. For damage to private property, people should contact their insurance company in the first instance.

Information for Employers from Work and Income and Inland Revenue

Employers – if you have staff who are unable to work because of the flood impact, you are welcome to call Work and Income for information about how they may be able to help. Please call Linda Pickett or Trudy Nairn at Job Connect, Phone 0800 778 008, stating where your business is based.
Inland Revenue understands some flood affected employers may be feeling extra pressure. Employer returns and payments were due to be paid and sent in by Monday 22 April. Returns and payments for GST are also due on 7 May. Some employers will also have to pay provisional tax on the same day. If you would like to talk to Inland Revenue about your situation, please call Jordan Takiwa, phone Nelson (03) 989 6024.

Motueka Boil Water Notice Now Lifted

The boil water notice for the Motueka reticulated water supply has now been lifted.

The water supply has met the Ministry of Health's requirement to have three days of clear water samples.

Graham Valley Road Closed

The Graham Valley Road has been closed until further notice due to a slip caused by the recent heavy rain.

While the damage has been greatly limited by the engineering measures put in recently it has been, after discussion with resident families, deemed impassable.

The situation will be further assessed tomorrow by the Council and its contractors once slip movement and the rain has stopped.

Temporary Walkway Closure - Dellside Reserve

A section of Top Hill track in Dellside Reserve will be closed until 20 April.

The closure is to allow aerial spraying of a recently harvested forestry block.

An alternative route has been made available.

Construct Bridge and Boardwalks over Motupipi Estuary - Resource Consent Now Open for Submissions

An application has been made by the Golden Bay Cycle & Walkway Society Incorporated to the Tasman District Council for resource consent to disturb and occupy the coastal marine area for construction of a bridge and boardwalks across Motupipi Estuary to provide a cycleway link from Boyle Street to Nees Road, and also to construct and operate an off-road cycle link, including installation of associated information signs.

Any person may make a submission on this application.

The final time for making a submission is 4.30 pm on Monday 6 May 2013.

Back to School Heritage Bus Tour

A World Heritage Day Celebration “Back to School” Heritage Tour will take place in April.

Following a Heritage of Education theme, a bus will tour six historic schools and places of learning in the Waimea and Motueka areas, including:

Brightwater School 125 years old;
Former Motueka High School (now Motueka Museum) 100 years old;
Tasman School – 100 years old;
Te Awhina Marae.

Road Works - Main Road Hope

The New Zealand Transport Agency (NZTA) will be carrying out roadworks on State Highway 6, Main Road Hope between the Norman Andrews Place and Aniseed Valley Road intersections. This work is necessary to maintain safe driving conditions and protect the long term integrity of the road.

Downer will carry out the works from Monday 25^th March to Thursday 28^th March 2013. The work will be carried out during the day between the hours of 7am to 6pm. Work will be completed progressively along the road, commencing at Norman Andrews Place. Please note that this work is dependent on good weather, and you will be advised if there are any changes to the scheduled working days.

While the work takes place, Downer will maintain a minimum of two lanes of traffic on the state highway during the day, one lane in each direction. Work at the Whites Road intersection will require single lane traffic flows with traffic controllers directing the traffic through the work area. In order to help Downer staff work as effectively and efficiently as possible, we ask that you make sure vehicles are not parked on the section of highway where the works will be occurring on these days. Alternative parking is available on Whites Road and Ranzau Road.

As roadwork materials require time to fully settle after they are put in place, please treat all new surfaces with extra care. Avoid excessive speed, sharp turns and heavy braking. All new roadworks are routinely monitored and, in some cases, workers may need to return to the site to sweep and repaint road markings.

NZTA is very aware of the impact that this type of work can have on road users so we are taking care to minimise the impact and keep road users, businesses and the community well advised of this work.

Road Works - Richmond Deviation

New Zealand Transport Agency (NZTA) contractors will be resurfacing the Richmond Deviation from the Aquatic Centre roundabout to just before the McGlashen Avenue traffic lights on Tuesday 19 March 2013 from 6.30 am.

Traffic will be kept moving in both directions but there may be some minor delays.

Drivers are asked to exercise patience.

Water Shortage Direction under Section 329 of the Resource Management Act 1991

The Tasman District Council advises there is a serious shortage of water in the following zones and the taking/use of water is to be restricted. Restricted use is necessary to help prevent further reductions in river flow and/or reduce the risk of seawater intrusion into aquifers.

Holders of consents to take water from the Upper Motueka Motupiko zone:

That Stage 2 rationing is introduced as of Monday 18 March 2013

Holders of consents to take water from the Wai-iti zone (NB the Wai-iti Dam Service zone is not included):

That Stage 1 rationing is introduced as of Monday 18 March 2013

Affected consent holders have been advised by letter.

Holders of consents to take water from the following zones in the Waimea Plains: Upper Catchments, Reservoir, Waimea West, Golden Hills, Delta, and Upper Confined Aquifer

A Water Restriction Notice is in place in the urban areas of Richmond, Mapua – Ruby Bay, Brightwater, Hope, Wakefield, Tapawera and their rural extensions. Richmond includes Daelyn Drive, Taranaki Place, Joyce Place, Kingi Place, John Sutton Place and Hill Street North including Mako Street, Marino Street and Iti Lane and the Wakatu Industrial Estate.

This restriction notice also applies to the rural water supply schemes of Redwood Valley, 88 Valley, and Dovedale, and to owners of private domestic wells in the areas subject to rationing.

Hand held hosing is only permitted on productive gardens on odd and even calendar days corresponding to the house street number and between 7.00 pm and 9.00 pm only.
The use of urban irrigation systems, sprinklers or washing of cars is not permitted.

Water Restrictions

A Water Restriction Notice is in place in the urban areas of Richmond*, Mapua – Ruby Bay, Brightwater, Hope, Wakefield, Tapawera and their rural extensions. This also applies to the rural water supply schemes of Redwood Valley, 88 Valley, and Dovedale, and to owners of private domestic wells in the areas subject to rationing.

Holders of consents to take surface water from the Moutere Catchment – That a ‘cease take’ restriction is introduced as of Monday 11 March 2013.

Other

Holders of consents to take water from the Upper Motueka Tadmor zone are on restrictions as per consent conditions.

Hosing Restrictions

Hosing restrictions in the urban areas of Richmond, Mapua-Ruby Bay, Brightwater, Hope, Wakefield, Tapawera, and their rural extensions continue and is upgraded. Hand held hosing is only permitted on odd and even calendar days corresponding to the house street number and between 7.00 pm and 9.00 pm only. The use of urban irrigation systems, sprinklers or washing of cars is not permitted. Only productive gardens can be watered. This also applies to owners of private wells in all the areas subject to rationing and all users connected to the Council’s Redwood Valley, 88 Valley, and Dovedale rural water supply schemes.

The position will be reviewed at the next meeting of the Dry Weather Taskforce on 12 March 2013.

Inanga Spawning Survey

Following the success of last year’s Inanga Spawning Survey – which found significant spawning at all but one site out of 20 – Tasman District Council will hold another series of days (19-22 March) and requests your assistance once again.

The information gained from this survey helps the Council to protect these areas for whitebait, and the ecological benefits to the whole ecosystem are considerable.

Once you have your eye tuned in, anyone can make a good finder of inanga eggs (a magnifying glass helps). We will work mostly nearer Motueka and in Golden Bay. Volunteer searchers receive brief tips on how to survey for inanga eggs and then get straight into it.

Proposed survey dates are:

20 March: Motueka Area
21-22 March: Golden Bay

Most of the survey work is carried out on foot. If you are interested in volunteering, and for details on meeting times, please contact Trevor James, Tasman Resource Scientist, 543 8562, trevor.james@tasman.govt.nz
