&lt;p&gt;A number of roads have been closed or have limited access as a result of the significant flooding event in December 2011. These are listed below.&lt;/p&gt;
&lt;h4&gt;Aniseed Valley Road Open&lt;/h4&gt;
&lt;p&gt;Aniseed Valley Road is now open. There are speed restrictions and give way sections beyond the hill where the road is narrow and reduced to a single lane. Residents are urged to drive with caution.&lt;/p&gt;
&lt;h4&gt;Abel Tasman Drive Wainui Hill - care required&lt;/h4&gt;
&lt;p&gt;Abel Tasman Drive at Wainui Hill has a number of narrow single lane sections with priority give-way control.&lt;/p&gt;
&lt;h4&gt;Golden Bay road closures or limited access&lt;/h4&gt;
&lt;ul&gt;&lt;li&gt;Totaranui Road – closed.&lt;/li&gt;
&lt;li&gt;Awaroa Road – closed.  &lt;/li&gt;
&lt;li&gt;SH 60 at Bird Hill – still single lane and expect delays&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Note that Rocklands Road, McShane Road, Bird Road and Rameka Creek Road are open, but care is required.&lt;/p&gt;

&lt;/ul&gt;&lt;p&gt;In accordance with section 19V(2) of the Local Electoral Act 2001 the population that each member represents must be within the range of 3669 ± 10% (3329 to 4069), unless particular community of interest considerations justify otherwise. &lt;/p&gt;
&lt;h3&gt;Reasons for Departing from 19V(2)&lt;/h3&gt;
&lt;p&gt;Golden Bay Ward be treated as an isolated community for the following reasons:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The Local Government Commission deemed the Golden Bay Ward to be an isolated community in the 2006 Representation Review;&lt;/li&gt;
&lt;li&gt;Isolated community requiring specific representation in order to provide effective representation;&lt;/li&gt;
&lt;li&gt;Has a very clear geographic line that separates the Bay from the balance of the district;&lt;/li&gt;
&lt;li&gt;Weather patterns can vary considerably from the rest of the district with heavy rain causing flooding that can isolate the Bay;&lt;/li&gt;
&lt;li&gt;Contracts for roading, parks and reserves etc. are all carried out from depots based in the Bay;&lt;/li&gt;
&lt;li&gt;The Bay has a relatively small permanent population which swells considerably during the holiday season with people using the camping grounds and many of the baches that remain empty for most of the year;&lt;/li&gt;
&lt;li&gt;Reducing the number of members will compromise the rural voice and increase the population per member to almost 5,000;&lt;/li&gt;
&lt;li&gt;There are four distinct communities of interest within the Golden Bay Ward;&lt;/li&gt;
&lt;li&gt;There are significant distance and travel times within the ward and to Council headquarters;&lt;/li&gt;
&lt;li&gt;Elected members are the eyes and ears of the community, and often the first point of contact for the wards ratepayers and residents.&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Moutere/Waimea Ward depart from Section 19V(2) of the Local Electoral Act 2001 for reasons of:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Exceeding the population formula by 264 is considered to be only minor departure from this section;&lt;/li&gt;
&lt;li&gt;By including the 264 into another ward would not change the representation for those wards.&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Generally Council considers:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;that the ± 10% formula for fair representation does not fit unitary authorities; &lt;/li&gt;
&lt;li&gt;there are five distinct communities of interest based on the areas of the former authorities;&lt;/li&gt;
&lt;li&gt;the present system provides for fair and effective representation;&lt;/li&gt;
&lt;li&gt;retaining the current ward boundaries may not comply with the population requirements in Section 19V(2) of the Local Electoral Act 2001;&lt;/li&gt;
&lt;li&gt;reasons for the ward boundaries include:                    
&lt;ul&gt;&lt;li&gt;There is currently legislation going through the Parliamentary process  to amend the requirement for population to comply with the plus or minus  10 percent rule; and&lt;/li&gt;
&lt;li&gt;In Council’s view the current ward boundaries reflect the existing communities of interest; and&lt;/li&gt;
&lt;li&gt;The alternatives, such as that proposed by the Local Government  Commission in the recent amalgamation proposal, does not necessarily  meet the population requirements, but will split an existing community  of interest.&lt;/li&gt;
&lt;/ul&gt;&lt;/li&gt;
&lt;/ul&gt;&lt;h2&gt;Community Board Representation&lt;/h2&gt;

			<title>Environment Court Provides for Partnership Over Motueka Water</title>

			<description>&lt;p&gt;The Environment Court has found in favour of Tasman District Council’s plans to access water in Motueka.&lt;/p&gt;
&lt;p&gt;In its interim decision the Court has cleared the way for Tasman District Council to access the drinking water it needs to meet the demands of a growing Motueka and Tasman area by allowing its resource consent and confirming the necessary changes to its resource management plan.&lt;/p&gt;
&lt;p&gt;While the urban reticulation plan for Motueka is still reliant on a subsidy from the Government and the Coastal Tasman pipeline from Motueka to Mapua is several years away, the first stage of the process – the allocation of water - has been allowed in an interim judgement from the Environment Court.&lt;/p&gt;
&lt;p&gt;The interim judgement allows for the parties in the case to come together to work out the final details of the conditions within the resource consent for the allocation. The Council and the other parties have been directed by the Court to present the agreed conditions to the Court, failing which the Court will set the conditions.&lt;/p&gt;
&lt;p&gt;In commenting on the outcome, Tasman Mayor Richard Kempthorne said the decision was most welcome as it allowed Council to put in place increased water allocation limits in the Motueka Plains and that this would provide for future supply options to the community.&lt;/p&gt;
&lt;p&gt;“The decision is also important in signalling how the Council and iwi can move forward in managing this most valuable resource.“&lt;/p&gt;
&lt;p&gt;The Environment Court has provided that iwi and the Council should work together in the spirit of the partnership when it comes to large industrial uses of water.&lt;/p&gt;
&lt;p&gt;“We as a council recognise and respect the significance to Māori of the Motueka River and its related waterways and this will underpin our dealings with iwi on this matter. This commitment will be a reflection of the need for an ongoing and constructive relationship with Māori in the region.”&lt;/p&gt;
&lt;p&gt;“This case has been going on for some time now and it good to reach this point where Council can look to provide access to the resources essential to meeting the district’s  social and economic needs in a way that is environmentally and culturally sustainable,” said Mr Kempthorne.&lt;/p&gt;</description>

			<title>Joint Regional Waste Plan Released by Councils</title>

			<description>&lt;p&gt;The region’s joint waste management and minimisation plan (JWMMP) has been given the go-ahead by both Tasman District and Nelson City Councils.&lt;/p&gt;
&lt;p&gt;Introducing the Plan, Chair of the Joint Working Party Tasman Councillor Judene Edgar said, we are becoming increasingly aware of the harm our waste can do to the environment, if not well managed.&lt;/p&gt;
&lt;p&gt;“Nelson City and Tasman District Councils have a responsibility to look after current and future generations by minimising our impact upon the environment. We cannot, however, do this alone.”&lt;/p&gt;
&lt;p&gt;An assessment of the region’s waste management current and future demands were presented to both Councils in 2010 along with a number of proposals to meet those demands.  In response a working party comprising of Councillors and staff  from both Councils as well as representatives of the District Health Board was set up to guide the development of what was to become the JWMMP.&lt;/p&gt;
&lt;p&gt;With a vision of ‘Valuing Resources and Eliminating Waste’ the plan has identified a number of goals, a waste hierarchy, guiding principles, objectives, policies and methods.&lt;/p&gt;
&lt;p&gt;Nelson City Councillor Mike Ward said the working party worked “exceptionally well together”.&lt;/p&gt;
&lt;p&gt;“This whole process has been a pleasure to be part of. Everyone worked really well towards the end goal, which ultimately puts a plan in place for driving behaviour change in waste minimisation and waste management across the region.”&lt;/p&gt;
&lt;p&gt;Councillor Edgar said, “We are heading in the direction of our goals - avoiding the creation of waste, promoting efficient resource use, and minimising harm from waste. These three goals reflect that as a community, we need to work together, take individual and collective responsibility, and make changes to our behaviour.&lt;/p&gt;
&lt;p&gt;“This joint plan builds on the Joint Waste Assessment undertaken in 2010 and is a key starting point for what we expect to be an enduring commitment by our councils and community.&lt;/p&gt;
&lt;p&gt;“The working party received a number of submissions to the draft released earlier and we look forward to furthering the relationship with the community in the delivery of the plan,” concluded Councillor Edgar.&lt;/p&gt;

&lt;p&gt;In accordance with section 86 of the Local Electoral Act 2001, I hereby declare the results for the Amalgamation Poll held on Saturday 21st April 2012.&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Votes cast FOR the Proposal 5,802&lt;/li&gt;
&lt;li&gt;Votes cast AGAINST the Proposal 16,873&lt;/li&gt;
&lt;li&gt;Informal voting documents 5&lt;/li&gt;
&lt;li&gt;Blank voting documents 40&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;The voting return percentage was 63.83% being 22,563 voting papers excluding special votes.&lt;/p&gt;
&lt;p&gt;The majority of those electors in Tasman District who voted in the Poll voted AGAINST the Proposal.&lt;/p&gt;
&lt;p&gt;A Poll was also held concurrently in Nelson City. The majority of those electors in Nelson City who voted in the Poll voted FOR the Proposal.&lt;/p&gt;
&lt;p&gt;I therefore declare that the Proposal to Unite Tasman District and Nelson City and to form a Nelson Tasman District Council was DEFEATED.&lt;/p&gt;

&lt;p&gt;The trough will bring with it heavy rain from midnight Thursday to early Friday morning over the Golden Bay area.&lt;/p&gt;
&lt;p&gt;The ranges may receive 80mm of rain overnight on Thursday. Although this is not an unusual amount of rain for these areas and the rivers are currently low, people are advised rivers and streams may rise rapidly.&lt;/p&gt;
&lt;p&gt;In the 9 hours from 10pm Thursday to 7am Friday, expect 60 to 80mm of rain, peak intensities of 10 to 15mm/hr are expected after midnight Thursday.&lt;/p&gt;
&lt;p&gt;There is a risk that a few thunderstorms accompanying the rain may become severe potentially supporting very squally wind gusts of 120 km/hr or more.&lt;/p&gt;
&lt;p&gt;Nelson Tasman Civil Defence Emergency Management, Tasman District Council and its contractors will be monitoring the situation.&lt;/p&gt;
&lt;p&gt;Residents are reminded that if anyone believes they may be at personal risk from either flooding or high winds should dial 111.&lt;/p&gt;</description>

			<title>The People Have Spoken – it is Time to Move Forward</title>

			<description>&lt;p&gt;The people of Tasman and Nelson have spoken with the majority of those that chose to vote believing the current two Council structures enables the most appropriate representation for the respective communities.&lt;/p&gt;
&lt;p&gt;Tasman’s Mayor Richard Kempthorne today welcomed the decision and wanted to thank all those who took the opportunity to play a role in the debate.&lt;/p&gt;
&lt;p&gt;“Without the voters we would not have any finality to the question,” said Mayor Kempthorne.&lt;/p&gt;
&lt;p&gt;“This debate has been going on for some time with both sides of the argument being well publicised.  Proponents of both sides have passionately expressed their views. The poll was not really about which view was right or wrong but a question about which governance model the residents in Nelson and Tasman prefer. The results speak for themselves.”&lt;/p&gt;
&lt;p&gt;Mayor Kempthorne said the result of retaining Tasman District and Nelson City was the view preferred by the majority of voters and this will now determine the future of the two communities. “This is a good example of how democracy works.”&lt;/p&gt;
&lt;p&gt;“As elected representatives of our communities, we now have a duty to ensure the wishes of the voters are realised.”&lt;/p&gt;
&lt;p&gt;“I am personally committed to working with the Nelson City Council, and any other coalition of Councils, such at the Top of the South and the South Island Strategic Alliance, where that work can lead to delivering either better or more efficient services.”&lt;/p&gt;
&lt;p&gt;“One of the positive aspects of the debate is that it has generated a relatively high level of community engagement with the number of returned voting papers surpassing the number of votes returned for Council elections.”&lt;/p&gt;
&lt;p&gt;Mayor Kempthorne said this level of engagement is valuable as both Councils focus their energies on delivering the services their residents wish for.&lt;/p&gt;
&lt;p&gt;In noting there were a number of people who voted in favour of an amalgamation Mayor Kempthorne said those views should not be discounted. &lt;/p&gt;
&lt;p&gt;“Throughout the debate there have been claims of lost opportunities because of the two council governance structure. I invite those who wish to, to contact me and I will raise those matters for discussion between the Councils.”&lt;/p&gt;
&lt;p&gt;Ironically the proposal to unite the two Councils has been divisive. Mayor Kempthorne said this is understandable when people are so passionate about the place they live in. &lt;/p&gt;
&lt;p&gt;“However, we now have to move on and work together to deliver the governance and services that this region deserves.”&lt;/p&gt;
&lt;p&gt;“The two Councils already have about 40 shared services which achieve either better levels of service or cost efficiencies for our areas. We need to build on these to provide the best governance we can for our communities while retaining our current strong representation of the communities we serve.”&lt;/p&gt;

			<title>Birdhurst Compost Site Test Results Give The All Clear</title>

			<description>&lt;p&gt;Claims of possible water contamination from the Birdhurst compost site in Motueka have been quashed following the return of test results.&lt;/p&gt;
&lt;p&gt;Concerns have recently been expressed from some quarters regarding the possible contamination of groundwater, water bores and, ultimately, the river through the leaching of liquids from the site.&lt;/p&gt;
&lt;p&gt;These fears  have been proven groundless with the return of the test results from two sites in near proximity to the operation which show there is no need for concern.&lt;/p&gt;
&lt;p&gt;These results do not, however, legitimise the practice.  It has been identified that sufficient mitigating measures are in place to ensure that ground water contamination, and odour are not and will not be an issue for the remainder of time required for the batch of compost to properly break down.  Any attempt to move the material from the site will only cause real problems in respect to odour.&lt;/p&gt;
&lt;p&gt;The Council’s compliance officers will be continuing to monitor the site until the issue has been resolved as they have been doing since this matter came to light. The company involved understands any further attempt to ‘fly under the radar’ will result in a Court appearance.&lt;/p&gt;</description>

&lt;p&gt;Any reference to a Bylaw, Map or Schedule that follows refers to the Tasman District Council Consolidated Bylaw, Chapter 5: Navigation Safety 2005, as amended in 2006.&lt;/p&gt;
&lt;p&gt;Pursuant to coastal permit RM110063, Tasman District Council gives notice that a replacement floating pontoon jetty for public use will be installed and attached to the Mapua Wharf when conditions are suitable in late April or May 2012. Further, pursuant to Permitted Activity Rule 25.1.5.6 of the Tasman Resource Management Plan, various Aid to Navigation beacons (piles and buoys) may be installed in or near the Mapua approaches and channel.&lt;/p&gt;
&lt;p&gt;For the purpose of ensuring navigation and public safety within Tasman District, the harbourmaster for Tasman District Council hereby directs as follows. The following directions shall have effect during the period 23 April to 1 June 2012.&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Vessels and persons directly involved with the installation of the floating pontoon and aids to navigation at Mapua are exempted from the provisions of Bylaw 2.6 regarding obstructing access to a wharf, pier or jetty and Bylaw 2.10 regarding interference with an aid to navigation.&lt;/li&gt;
&lt;li&gt;To facilitate the convenient working of the installation of the floating pontoon at Mapua wharf, no vessel may use the ‘grid’ nor berth or anchor at or adjacent to the Mapua Wharf during this period, without first obtaining approval from the Duty Harbourmaster. Such approval may be denied or retracted at any time.&lt;/li&gt;
&lt;li&gt;Any vessel berthed subject to (2) must provide the Duty Harbourmaster with a mobile telephone number at which the master of the vessel can be contacted at any time, and the vessel must be maintained in a state of readiness for immediate departure at all times. The vessel owner or master must comply without unreasonable delay with any directions given by any officer of the Tasman District Council or of the Mapua Boat Club Inc., or any pontoon installation contractor.&lt;/li&gt;
&lt;li&gt;No vessel may moor to either of the two moorings that lie immediately to the north east of the Mapua Wharf.&lt;/li&gt;
&lt;li&gt;No vessel may anchor unattended nor in an unseaworthy condition in the Mapua approaches or channel seaward of the wharf. Any vessel anchored in this area must immediately follow any reasonable direction given by any officer of the Tasman District Council or of the Mapua Boat Club Inc., or any aid to navigation installation contractor.&lt;/li&gt;
&lt;li&gt;To allow for exclusion of the public at times of risk arising from the construction activities, the power to close the Mapua Wharf or any portion of it to any person or persons pursuant to Bylaw 5.7.10 may be exercised by any officer of the Tasman District Council or of the Mapua Boat Club Inc., or any pontoon installation contractor. Any such closure may be notified verbally to individuals for a discrete period, or effected by the erection of prominent notices and/or hazard tape and/or temporary barriers.&lt;/li&gt;

			<title>Mayor Accepts Auditor-General’s View</title>

			<description>&lt;p&gt;Tasman’s Mayor Richard Kempthorne has today accepted the view of the Auditor General that a flyer sent out with the Council’s Newsline newspaper last week was in breach of the Council’s resolution not to spend any money promoting or opposing the proposal to unite Tasman and Nelson Councils.&lt;/p&gt;
&lt;p&gt;Mayor Kempthorne said I was conscious that we had taken the decision not to promote or oppose the proposal as a Council and the intent of the flyer was purely to provide answers to some of the key questions raised in recent public meetings and to provide information not available in other material currently in circulation.&lt;/p&gt;
&lt;p&gt;“The Auditor General has taken the view when read as a whole the flyer was not neutral and opposes amalgamation. I have accepted that view and will accordingly make good the loss incurred to Council as a result of the publication. The amount I will reimburse Council is $3,088.14 (GST inclusive), which covers the set up, production, and distribution costs of the flyer”.&lt;/p&gt;
&lt;p&gt;Under the Local Government Act, any unauthorised expenditure promoting or opposing the reorganisation proposal is treated as a loss and all elected members can be held “jointly and severally” liable. However, Mayor Kempthorne says that he takes personal responsibility for the content of the flyer and does not wish his fellow elected members to be exposed to the recovery of the debt.&lt;/p&gt;
&lt;p&gt;Mayor Kempthorne said that in his view the matter is now closed.&lt;/p&gt;
&lt;p&gt;“The remedy for the expenditure breach has been met and I do not see that the flyer in any way jeopardises the integrity of the poll and nor should it stop people from casting their vote on this important matter”&lt;/p&gt;</description>

			<title>900 Submissions to Tasman District Council’s Draft Long Term Plan</title>

			<description>&lt;p&gt;The Council received nearly 900 submissions by the time the submission period closed last week.&lt;/p&gt;
&lt;p&gt;The main subjects within the submissions were the Saxton cycleway, the Riwaka to Kaiteriteri Road, Tasman’s Great Taste Cycle Trail, the Lee Valley Dam and the Takaka Aerodrome.&lt;/p&gt;
&lt;p&gt;“The number of submissions received reflects the public interest in the Long Term Plan process and the willingness of people to engage with the Council,” said Tasman Mayor Richard Kempthorne.&lt;/p&gt;
&lt;p&gt;“The number of submissions received on any subject, while reflecting the weight of opinion behind an issue, must be supported by the quality of the analysis in the submission and the Councillors must now balance the submission with the cost and needs of the District as a whole.”&lt;/p&gt;
&lt;p&gt;“It is a difficult exercise, perhaps the most difficult, Councillors and staff have to deal with – delivering on the wishes of the community at the most affordable cost to ratepayers. “&lt;/p&gt;
&lt;p&gt;“Having gone through a rigorous priority setting exercise to develop the draft plan we now have to revisit the plan with an open mind to finalise it in light of the submissions received.  The verbal presentations in support of submissions play a valuable role in this exercise.”&lt;/p&gt;
&lt;p&gt;“The verbal submissions give Councillors the opportunity to question submitters which sometimes leads to identifying ways the objective of the submission can be achieved in an affordable and timely way.”&lt;/p&gt;

			<title>Water Metering Changes - Public Meeting</title>

			<description>&lt;p&gt;Regulations made by Central Government in 2010 for the Measurement and Reporting of Water Takes are required to be implemented and monitored by Council.&lt;/p&gt;
&lt;p&gt;The Council has considered how the new regulations affect provisions for water metering that are already in the TRMP and is proposing some amendments to the Plan to account for the regulations in light of what the Plan already requires.&lt;/p&gt;
&lt;p&gt;The public meeting will be held on &lt;strong&gt;16 April 2012&lt;/strong&gt;, &lt;strong&gt;7.00 pm to 9.00 pm&lt;/strong&gt; at &lt;strong&gt;Moutere Hills Community Hall&lt;/strong&gt;. &lt;/p&gt;
&lt;p&gt;The Council notified changes to the Tasman Resource Management Plan (TRMP) on 31 March to incorporate the requirements of these regulations.   Submissions in support of or opposition to the proposed changes must be made by &lt;strong&gt;3 May 2012.&lt;/strong&gt;&lt;/p&gt;

			<title>BERL Report Reflects A Growing Region</title>

			<description>&lt;p&gt;The recently released 2011 &lt;acronym title=&quot;Business and Economic Research Limited&quot;&gt;BERL&lt;/acronym&gt; Regional Rankings identifies Tasman and Nelson as taking opportunities not losing them.&lt;/p&gt;
&lt;p&gt;The annual report shows both Tasman and Nelson continuing their climb to the top of the regional economic rankings with each area moving up the table ten places to 11&lt;sup&gt;th&lt;/sup&gt; and 19&lt;sup&gt;th&lt;/sup&gt; respectively (out of 66).&lt;/p&gt;
&lt;p&gt;This climb is measured against population, employment and &lt;acronym title=&quot;Gross Domestic Product&quot;&gt;GDP&lt;/acronym&gt; growth, reflecting the previous recent announcements from Statistics NZ consistently placing Tasman and Nelson in the top three in New Zealand in economic and population growth.&lt;/p&gt;

			<title>Time for Myth-Information to Stop</title>

			<description>&lt;p&gt;The time for myths is over, Tasman Mayor Richard Kempthorne said today.&lt;/p&gt;
&lt;p&gt;“As the amalgamation debate reaches its most important stage, the ongoing telling of the myths of greater than average rate increases, lost opportunities, unmanageable debt and rampant staff increases is doing a disservice to the voters of Tasman and Nelson,” Mayor Kempthorne said.&lt;/p&gt;
&lt;p&gt;“It is more disquieting that Nick Smith is taking part in and in some cases leading the spreading of these myths.&lt;/p&gt;
&lt;p&gt;“As a former Government Minister and current senior Member of Parliament he is well aware of the level of influence he can bring to bear.”&lt;/p&gt;
&lt;p&gt;Mayor Kempthorne said he wants a constructive relationship with Government MPs, not political point scoring against respective organisations.&lt;/p&gt;
&lt;p&gt;“Both Tasman and Nelson Councils respectively have borne the brunt of the myth of 12% and 13% average annual rate increases. It is true that rating income has increased at an annualised average of 12% from 2002-2010, but this is not equivalent to the average annual rate increase that people receive in their rates notice. &lt;/p&gt;
&lt;p&gt;“The reported increase in rating income does not make any allowance for inflation or growth over this time period. Our region has faced reasonably high levels of growth which means that the two Councils have had to provide services to more people.  This costs more. The additional people do help pay for the services and provide the Councils with more income,” he said.&lt;/p&gt;
&lt;p&gt;“The average annual rate increase of an average property has been 8.21%. The rates increases reflect the cost of new services and infrastructure Council has provided.”&lt;/p&gt;
&lt;p&gt;“There has been a growth in staff numbers over the last six years, some of which is directly attributable to Government legislation, some in response to increased use of our libraries, and in other cases bringing contracted services in house resulting in net savings. It is also incorrect to imply that increased staff numbers means increased rates, as some of the services are predominantly self-funding.” &lt;/p&gt;
&lt;p&gt;“The greater than national average growth experienced in Tasman and Nelson is significant and belies the myth of lost opportunities,” Mayor Kempthorne continued. &lt;/p&gt;
&lt;p&gt;“I am not aware of recent instances where Council has lost out on Government funding because of two Councils.  The Ruby Bay Bypass got built because of Tasman’s resolve to address roading issues with all the necessary support from NZTA.”&lt;/p&gt;
&lt;p&gt;“The reality is we are two relatively small provincial areas inhabited by very distinct communities served by two councils who are focused on meeting the current and future needs of the people within those communities.&lt;/p&gt;
&lt;p&gt;“It does not mean there is no room for improvement.  It is not helpful, however, to use myths to support an amalgamation that would penalise Tasman residents through inefficient governance arrangements, less representation, and greater costs,” Mayor Kempthorne concluded.&lt;/p&gt;</description>

			<title>Mayoral Disaster Fund Distributed</title>

			<description>&lt;p&gt;It has been decided that the Nelson Tasman Mayoral Fund set up to support those affected by the December Rain Event will be shared amongst two agencies at the centre of the necessary welfare action during and after the event.&lt;/p&gt;
&lt;p&gt;A number of families were affected directly and relied on the immediate supported provided by two agencies in particular, the Salvation Army and the Foodbank group.&lt;/p&gt;
&lt;p&gt;In recognition of the funds and materials used by these groups to perform their roles during the event, both Mayors, believed it was an appropriate use of the fund overseen by the Mayor of Nelson City, Aldo Miccio, and the Mayor of Tasman District, Richard Kempthorne.&lt;/p&gt;
&lt;p&gt;“In making this decision we are able to acknowledge the role and support provided by the Salvation Army and Foodbank and return in some way the assistance they provided to those in need and to ensure these groups maintain such a capability for possible future events”, said Mr Miccio.&lt;/p&gt;
&lt;p&gt;“In the heat of such an event accounting is not as important as responding to an emergency situation, however, when the event ends, the ability to be financially viable is.” &lt;/p&gt;
&lt;p&gt;With the fund, the brainchild of, and supported by the Nelson Mail, we can go some way to ensuring they are around when we need them next.&lt;/p&gt;
&lt;p&gt;“These contributions will hopefully go some way to building a sustainable future for these groups so when the need arises again they are in a position to help where they are needed most.”&lt;/p&gt;
&lt;p&gt;“When a natural disaster hits a community we turn to groups like the ones we are recognising for support and to a degree we take them for granted until such an event occurs” added Richard Kempthorne.  “With such a donation we can be assured of them being there when the need is most keenly felt.”&lt;/p&gt;
&lt;p&gt;“It is a simple way of saying thank you whilst also saying we hope you are there next time.”&lt;/p&gt;
&lt;p&gt;The Mayors, in making this decision, recognised the valuable role the Nelson Mail played in the establishment and support of the fund in the immediate aftermath of the event.&lt;/p&gt;</description>

			<title>Takaka Wastewater Upgrade Given Green Light </title>

			<description>&lt;p&gt;The Takaka waste water upgrade was given approval to proceed from the Tasman District Council today.&lt;/p&gt;
&lt;p&gt;The approval to proceed came after months of working with a community working group looking at the options available for the necessary upgrade to the current plant.&lt;/p&gt;
&lt;p&gt;The current plant, which treats wastewater from Takaka, Pohara, Ligar Bay and Tata Beach, has reached its capacity and an upgrade was needed to maintain the conditions of the resource consents.  In undertaking the upgrade a number of concerns were raised by the community including;         &lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Council’s purchase of land close to residential properties;&lt;/li&gt;
&lt;li&gt;Potential of contamination of groundwater in Takaka from the disposal of treated effluent through the Rapid Infiltration Beds; &lt;/li&gt;
&lt;li&gt;Odour generation; &lt;/li&gt;
&lt;li&gt;Visual impacts of the upgraded plant; and &lt;/li&gt;
&lt;li&gt;The potential for increased flooding of private land resulting from the upgrade. &lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Each of the concerns has been worked through to the satisfaction of the working group with a number of conditions and alterations made to the design to accommodate and mitigate the concerns raised through the process. In addition to the engineering and environmental solutions to the concerns a rigorous monitoring scheme is in place to ensure the plant operates as planned.&lt;/p&gt;
&lt;p&gt;“Waste water plants are never popular but are recognised as essential this outcome has balanced the concerns and costs to arrive at a solution that will meet the needs of the Golden Bay community well into the future, ”said Trevor Norriss, Tasman District Council Engineering Committee Chair.&lt;/p&gt;
&lt;p&gt;Work will commence on the upgrade in June 2013 and will be completed within a year.&lt;/p&gt;</description>

&lt;p&gt;The Rotoiti Power Boat Club will be conducting a regatta involving high-speed power boat racing at Kerr Bay, Lake Rotoiti between 9am and 5pm on both 17 and 18 March 2012.&lt;/p&gt;
&lt;p&gt;Pursuant to powers provided to the Harbourmaster by the TDC Navigation Safety Bylaw 2005 (Amended 2006), the speed limits imposed by the Bylaw in relation to vessels within 50 metres of another vessel, or within 200 metres of shore or a structure are suspended for those vessels taking part and controlling the event. Also, exclusive use of Kerr Bay, Lake Rotoiti out to a line which heads due east from a point 200 metres south of the Brunner Peninsula is provided to the event organisers. The reserved area will therefore include the water ski access lane, swimming area, and those areas of water immediately adjacent to the launching ramps and beach at Kerr Bay.&lt;/p&gt;
&lt;p&gt;Vessels wishing to transit through or enter the reserved area during the event may do so only after consulting with the event organisers, and then may do so when, and under such conditions that the event organisers may choose to specify. Event communications may be using UHF radio, or Channel 17 on Marine VHF radio. Vessels entering or within the reserved area are requested to comply with any direction given by the event organisers or event officials relating to passage through that reserved area as if it was a direction given by the Harbourmaster.&lt;/p&gt;
&lt;p&gt;Persons wishing to swim from the lake shore or waterski are recommended to use West Bay. Waterskiiers should deep-water start anywhere more than 200m from shore outside of the reserved area, unless towed at less than 5 knots to or from the 200m line.&lt;/p&gt;

			<title>Boaties Need to be Prepared for All Weathers</title>

			<description>&lt;p&gt;After a typical beautiful Tasman day on Saturday, the claggy weather on Sunday (11 March), despite being forecast, appeared to catch several boaties unprepared.&lt;/p&gt;
&lt;p&gt;Tasman District Harbourmaster Steve Hainstock said today he was disappointed at the high proportion of vessels encountered in Tasman Bay who failed to show the correct lights or even have any means of making an efficient sound signal, as required in restricted visibility.&lt;/p&gt;
&lt;p&gt;“Many vessels were not showing any lights at all and were almost invisible until at really close range. People know to turn their car headlights on if it is foggy, but the same common- sense action hadn’t been taken by a number of people sailing or motoring in the murk yesterday. Unlike cars on a road, boats don’t have a lane to stay in, so could be coming at you from anywhere.”&lt;/p&gt;
&lt;p&gt;Visibility was as low as a quarter of a nautical mile at times yesterday morning in a misty drizzle. “Visibility through vessel windows tends to be even further reduced in such conditions,” he said.&lt;/p&gt;
&lt;p&gt;Maritime Rule Part 22 applies to all vessels in all New Zealand waters, and lays out equipment and navigational requirements for the various types of boats in order to prevent collisions. This is effectively the rules of the road at sea. All skippers and boat owners should know this rule like all drivers on the road know the road code.&lt;/p&gt;
&lt;p&gt;“It is important to carry all of the equipment specified for your boat at all times, as you never know when conditions or your plans will change. You must also travel at a safe speed and keep a proper look out by all means at all times”.&lt;/p&gt;
&lt;p&gt;Although most vessels spoken to by the Harbourmaster about such matters were warned yesterday, one vessel was issued with an infringement notice. This white powerboat was travelling at over 30 knots in visibility of about half a mile, without the use of running lights or a horn, and failing to keep a proper lookout in all directions despite having two additional persons aboard who could have been set to watch.&lt;/p&gt;
&lt;p&gt;Another example of poor seamanship yesterday was a small open boat that headed out to the marine farms off Kaiteriteri without checking the latest marine forecast or carrying charts, a compass or a GPS. The vessel called on VHF radio (not on Channel 16 which would have been more appropriate) for “someone to guide them home as we have no idea which way land is”. Fortunately conditions remained calm until they could be located and piloted back to the ramp.&lt;/p&gt;
&lt;p&gt;The upside to yesterday’s weather was that it provided a realistic setting for a Nelson/Tasman Marine Search and Rescue regional exercise around dusk.&lt;/p&gt;
&lt;p&gt;Agencies including Police, Coastguard, Surf Lifesaving, Nelson and Tasman Councils, and volunteers including SeaBird Charters, conducted a cooperative exercise in Tasman Bay, successfully locating the “missing person” in the water within an hour of the exercise commencing. “This team trains and exercises regularly, but are always hopeful its services won’t be needed” said Mr Hainstock.&lt;/p&gt;
&lt;p&gt;“If all boaties observe the requirements of Rule 22 at all times, carry a 406MHz EPIRB and VHF radio, and check the marine forecast and all their equipment before every trip, then the odds of SAR having to actually go out and look for a body in the water are much less”.&lt;/p&gt;

			<title>South Island Strategic Alliance – faster, cheaper and collaborative</title>

			<description>&lt;p&gt;Efficiencies and increased collaboration between Councils is the focus of the South Island Strategic Alliance (SISA) involving nearly all the Councils of the South Island.&lt;/p&gt;
&lt;p&gt;As a result of a meeting last month between all interested South Island councils, a small group made up of elected representatives and senior management from 12 councils and the Department of Internal Affairs has been formed.  This group will examine potential projects where there are real and achievable benefits, for example in roading, information technology and library services and then allocate the project to a group of willing council &lt;acronym title=&quot;Chief Executive Officer&quot;&gt;CEO&lt;/acronym&gt;s for progression.&lt;/p&gt;
&lt;p&gt;“Shared procurement is relatively easy and doesn’t require organisational structural changes”, said Tasman Mayor Richard Kempthorne, “however, the successful delivery of shared services needs real commitment from governance and management and that is something I am confident these councils will deliver.”&lt;/p&gt;
&lt;p&gt;“Increasing expectations from our communities and central government has rightly directed Councils to look for cost savings and increased efficiencies in the way we deliver services.”&lt;/p&gt;
&lt;p&gt;“The members of the Alliance have committed their support to these goals and many are already working with each other to achieve them.”&lt;/p&gt;
&lt;p&gt;“Within this alliance we will have the ability to maintain the unique needs and aspirations of the communities we represent while having cheaper access to commonly used resources and providing improved levels of service. It can only be a win-win for ratepayers,” concluded Mayor Kempthorne.&lt;/p&gt;

			<title>New Building Rules in Force Tomorrow</title>

			<description>&lt;p&gt;Tasman District Council’s Regulatory Manager Adrian Humphries is encouraging homeowners and members of the building trade to get up to speed with the Government’s new residential building rules coming into force on 1 March 2012.&lt;/p&gt;
&lt;p&gt;“The new Restricted Building Work (RBW) rules come into effect which means most residential building or renovation work will have to be designed, undertaken, or supervised by a Licensed Building Practitioner (LBP) “&lt;/p&gt;
&lt;p&gt;“Licensed Building Practitioners obtain their licences from the Department of Building and Housing not local councils however Tasman District Council has information on ‘Restricted Building Work and Licensed Building Practitioners’ available from our service centres.”&lt;/p&gt;
&lt;p&gt;Mr Humphries said that council building inspectors are also available to advise LBPs if they have any queries about ‘Restricted Building Work.’  These people may include designers, carpenters, roofers, external plasterers, and bricklayers.&lt;/p&gt;
&lt;p&gt;Designed to improve the quality of building in New Zealand, the Government’s ‘build it right’ changes apply to work affecting the structural integrity or weathertightness of residential buildings, including introducing new responsibilities for both the building industry and homeowners.&lt;/p&gt;
&lt;p&gt;Mr Humphries says the changes being introduced by the Government should help give homeowners more confidence that their building work is being carried out to a good standard, with increased accountability.  &lt;/p&gt;
&lt;p&gt;If a homeowner’s building consent application is lodged with the council before 1 March, the new rules do not apply.  Mr Humphries said he was aware there may be a backlog of LBP applications still to be processed but the Council will have to work with the law as it has been passed.&lt;/p&gt;
