Part I Introduction

Part I introduces the Tasman Resource Management Plan (TRMP).

Chapter 1 - Introduction 

This chapter explains the purpose of the Plan and its scope (including the area covered, the resources dealt with, and relationship with other plans, bylaws and tangata whenua). The structure of the Plan is explained, and its relationship to other related documents. It also covers the effect of the proposed and operative parts of the Plan.

The range of resource management methods that are used in the Plan is set out. The restrictions on resource use are explained, as are the types of activities and resource consents.

The application of the rules in the Plan is explained for both district rules and regional rules. Also outlined is the applicability of rules in coastal margins.

The arrangement of the rules in the Plan and the use of the cascades of rules are set out, along with a useful guide on how to use the Plan.

Chapter 2 - Meaning of Words 

This chapter defines certain words used in the Plan. It includes words which are everyday words but which have a special application in the context of the Plan. Also included are specialist or technical words which need to be defined.

Chapter 3 - Local Authority Cross-Boundary Issues 

This chapter addresses resource management issues or concerns that are common with other local authorities adjacent to Tasman District. Issues may be in relation to a specific resource or area that extends across district or regional boundaries, or it may be a common issue in relation to similar processes or systems. The significant cross-boundary issues are listed. In addition, there is an issue statement, an objective, policies, methods of implementation, reasons, performance monitoring indicators, and environmental results anticipated.

Chapter 4 - Monitoring and Review Procedures 

This chapter sets out Council's responsibilities for monitoring and review of the Plan. In particular, the following responsibilities for monitoring, are addressed:

  • the state of the whole or any part of the environment of the District;
  • the suitability and effectiveness of its resource management plans; and
  • the exercise of resource consents in the District.

Policies for Plan implementation monitoring are also included.

In relation to the review of the Plan, the Council's responsibilities for a full review, and also a partial review (by way of Plan Change or Variation) are addressed.
