Great, you're ready to apply. This page tells you how.

Apply Online

You will need:

  • A Certificate of Title
  • Plans
  • Specifications
  • Supporting design and/or engineering reports

When all these files are ready, go to the AlphaOne portal. 

Lodge your application online


  1. You must first register in the AlphaOne system. A step-by-step video of the registration process and how to submit an application is available below.
  2. Registration is a two-step process. Once registered, customers will receive an email which will allow them to verify and complete the sign up process. Once verified, customers will be able to sign in and lodge an application.
  3. You willl need to select the application type you want to submit, then follow the prompts on the screen. Blue information buttons will give further information throughout the process.
  4. Customers must submit a Certificate of Title as part of their application. During the application process, a link takes customers to Land Information New Zealand. This costs $15 and applications cannot be lodged until this has been uploaded.

How to register and submit an application in AlphaOne

Paper Applications

Although our process is digital we will still accept paper applications if necessary, although we do not recommend this option.  You will need:

  • A Certificate of Title
  • Plans
  • Specifications
  • Supporting design and/or engineering reports.

The set of documents can be brought into a Council Service Centre where a Duty Building Technical Officer will assist you to lodge your consents online. 

Once the application and supporting documentation is received, we will convert them into digital documents - however, additional fees may occur. Alternatively, there are commercial providers who can also digitise paper documents. Documents over A3 size need to be scanned by a commercial provider.
