Warm Tasman - Insulation and Heating Rates Repayment
Tasman District Council offers households an alternative way to purchase insulation and/or clean heat by spreading costs over several years. This page explains the scheme and outlines how to apply.

About the Scheme
You can apply for ENERGYWISETM funding towards upgrading insulation under the Warm Up New Zealand Heat Smart programme. You can apply for a voluntary rate to help upgrade old non-compliant wood burners. Homeowners in the Richmond Airshed can also get funding assistance for replacing old model solid fuel heaters.
To help pay the balance needed for the upgrade, homeowners can now apply to the council for a Voluntary Targeted Rate for up to $2600 towards an approved insulation and/or up to $3500 for a clean heating solution. This is paid back with interest over nine years along with your property’s rates as a separate voluntary rate.

What Kind of Insulation Can I Get?
There are different types of insulation products available and your local service providers will be able to give you information about the best products for your needs. Insulation options include fibreglass, polyester, mineral fibre, wool and polystyrene (under floor only).
What is a Clean Heating System?
Heating appliances that produce little or no air pollution and are efficient to run are often called Clean Heating Systems. For homeowners in the Richmond Airshed there are a variety of systems that qualify for funding under the EECA clean air funding programme. They all have different characteristics and prices, so talk to your service provider about your situation. The clean heating appliance options include:
- approved solid-fuel wood burners;
- approved wood-pellet burners;
- ENERGY STAR – qualified heat pumps and 4-Star AGA-rated flued gas heaters.

How to Apply for Warm Tasman Funding
ENERGYWISETM has agreements with specific service providers which include specifications for product, price and performance requirements. A homeowner can select any of the service providers to carry out the insulation or heating upgrades.
There are two service providers for the Clean Air funding in the Richmond Airshed. They are Air Con Nelson (phone 0800 161 162) and Absolute Energy (phone 0800 423 454)
The service provider will assess your home for free and let you know what options you have and how much they will cost.
You can get more than one quote. The service provider will help with application forms for the funding.
How to Apply
- Get in touch with ENERGYWISETM for the list of approved service providers. They are contactable via phone at Energy Wise on: 0800 358 676 or use their website
Find a provider who can help you or see the Council's Warm Tasman Brochure for local providers - An installer will assess your home free of charge and provide options to fit insulation and heating. (You may wish to get more than one quote).
- The service provider will outline the funding options available to you through both ENERGYWISETM and Tasman District Council.
- Your selected service provider will help you complete the Warm Tasman Ratepayer Application Form
The Process That Follows
- If you choose to apply for Council financial assistance, send us your application and agreement along with the service providers quote in the supplied freepost envelope (all of which the service provider will supply you).
- If your rates are up to date we will approve your application within two working days of receipt and send you confirmation.
- We will also notify your service provider of this confirmation.
- When your installation is completed the service provider invoices ENERGYWISETM and Council. We both pay our agreed contributions to the service provider with any outstanding amount payable by you.
- Council will add your additional rating increase to your property’s Land Information Memorandum (LIM).
