&lt;p&gt;This page lists fees and charges for building consent-related work.&lt;/p&gt;
&lt;p&gt;Fees include the issue of consent, inspections and code compliance certificate. All applications for building consent shall be accompanied by a deposit of $500.00 or the actual charge whichever is the lesser amount. The balance of any charge will be invoiced along with government and other levies when the consent is ready for issue.&lt;/p&gt;

			<title>Development Contributions</title>

			<description>&lt;h1&gt;Development Contributions&lt;/h1&gt;
&lt;p&gt;Tasman District Council has adopted a Development Contributions Policy (DCP) as part of its Long Term Plan.  The Policy must be reviewed at least every three years. This review has now taken place as part of the Long Term Plan (LTP) process which ensures that this requirement is met. This also allows the financial analysis to be carried out at the same time as the LTP, thus allowing more accurate forecasting.&lt;/p&gt;
&lt;h2&gt;Development Contributions Policy Updated February 2013&lt;/h2&gt;
&lt;p&gt;Following public consultation, a revised Development Contributions Policy was adopted by the Tasman District Council in February 2013.&lt;/p&gt;

&lt;/ul&gt;&lt;h2&gt;New Development&lt;/h2&gt;
&lt;p&gt;New development has an impact on the existing infrastructure. New residences and more densely developed commercial areas mean more people and vehicles. As a result there is an additional demand on Council services, including Transport, footpaths, roading, water supply, wastewater and stormwater management. Development Contributions (DCs) are designed to shift more of the cost burden for infrastructure services from general ratepayers to developers and new home builders; those who cause the need for the new infrastructure.&lt;/p&gt;
&lt;h2&gt;Contributing to Infrastructure&lt;/h2&gt;
&lt;p&gt;New subdivisions and building development will be charged for services including:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Transport, Footpaths and Roads&lt;/li&gt;
&lt;li&gt;Water&lt;/li&gt;
&lt;li&gt;Wastewater&lt;/li&gt;
&lt;li&gt;Stormwater&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Financial Contributions - which have traditionally been imposed for reserves and community purposes - will continue to be charged where applicable under the Tasman Resource Management Plan (TRMP).&lt;/p&gt;
&lt;h3&gt;Developments That Attract Contributions&lt;/h3&gt;
&lt;p&gt;The fees must be paid on any development or subdivision that generates additional demand on services as calculated under the Council's Development Contribution Policy. Examples of projects that might require a development contribution include:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Any subdivision of land where additional titles are created. &lt;/li&gt;
&lt;li&gt;The building (or relocation) of a new or additional house onto a single title, including a family flat. &lt;/li&gt;
&lt;li&gt;The conversion of a single house into two units. &lt;/li&gt;
&lt;li&gt;The conversion of a garage or sleep-out into a family flat. &lt;/li&gt;
&lt;li&gt;An authorisation for a service connection (water, wastewater, stormwater). &lt;/li&gt;
&lt;li&gt;Construction or alteration to commercial premises, retail space, office accommodation, warehouse buildings.&lt;/li&gt;
&lt;/ul&gt;&lt;h3&gt;Calculating the Amount of Contribution&lt;/h3&gt;
&lt;p&gt;The contribution fees are calculated based on the number of equivalent household units of demand (HUD) created by the project. Refer to Figure 3 of the Development Contributions Brochure&lt;/p&gt;
&lt;p&gt;In order to determine whether a contribution is required, the Council will assess your project when any of the following are granted:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;building consent&lt;/li&gt;
&lt;li&gt;resource consent&lt;/li&gt;
&lt;li&gt;service connection &lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;As Council uses the Household Unit of Demand (HUD) method to calculate Development Contributions there are occasions where the HUD equivalent is a fractional number e.g. Four car parks on a commercial development would constitute 1.33 HUD and 5 car parks would constitute 1.66 HUD. Under the old Policy payment of Development Contributions where rounded up or down i.e. more than .5 would be rounded up and less than .5 would be rounded down. The new Policy allows Development Contributions to be calculated using the actual fractional amount rather than rounding.&lt;/p&gt;
&lt;p&gt;The project will be reassessed if changes are made to the project which changes the number of equivalent household units of demand (HUD).&lt;/p&gt;
&lt;h3&gt;Payment Must be Made Before:&lt;/h3&gt;
&lt;ul&gt;&lt;li&gt;a Code Compliance Certificate (CCC) is issued for a building consent. &lt;/li&gt;
&lt;li&gt;a section 224(c) certificate is issued for a fee simple subdivision. &lt;/li&gt;
&lt;li&gt;consent for a service connection is provided or connected.&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Iinterest to be charged on any outstanding debt after 30 days of being invoiced or the Building Consent being granted (whichever is the latter). The interest rate will be the 90 day bank rate plus 2%. Additionally 60 days after the debt is due payment Council may apply a Statutory Land Charge (SLC) on properties with such debts.&lt;/p&gt;
&lt;h2&gt;When is a Development Contribution Not Required?&lt;/h2&gt;
&lt;p&gt;There are certain cirumstances under whcih council will not require a Development Contribution:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;The building of a house to replace one on the same property which has previously been demolished and has existing use rights (Sec 10 RMA). &lt;/li&gt;
&lt;li&gt;The developer has previously paid all development contributions required. It should be noted that in some cases a property may have become liable for additional development contributions due to expansion of service contribution areas.&lt;/li&gt;

&lt;ul&gt;&lt;li&gt;Interest charge of 12% per annum will be applied on a daily basis on any charges that remain unpaid at the end of the month of invoicing.&lt;/li&gt;

&lt;p&gt;A new services agreement is planned between Tasman District Council and Nelson City Council, for the supply of water to Nelson City ratepayers in the area of Champion Road, Garin College and the Wakatu Industrial Estate. Tasman District Council currently supplies water to these users, but under individual supply arrangements. The individual supply agreements are likely to continue until a new agreement can be negotiated between the two Councils.  Further consultation on this may be needed.  The proposed agreement is for Council to supply water to Nelson City Council, rather than to individual residents and businesses. If this approach proceeds, Nelson City Council will be responsible for the supply of water directly to its ratepayers who are currently supplied by Tasman District Council. The cost of the water supply from Tasman District Council to Nelson City Council is proposed to be the same as to rating units with a metered connection in Richmond.&lt;/p&gt;
&lt;p&gt;In the meantime, the charges for water supplied by the Council to rating units in Nelson City (per cubic metre supplied) will be $1.87 for 2012/2013 (2011/2012 $1.73).  In addition, these properties are charged a fixed daily amount of 61.81 cents per day for 2012/2013 (2011/2012 59.67 cents per day).&lt;/p&gt;
&lt;p&gt;The water supply agreements between Council and Nelson Pine Industries Limited, ENZA Foods New Zealand Limited and Alliance Group Limited (Industrial Water Users) expired on 30 June 2010.  Council and the Industrial Water Users have not agreed on the terms of water supply beyond the expiry date and that dispute is going to arbitration. The Industrial Water Users currently pay the Council 40.79 cents per cubic metre of water supplied.  Council had intended in the Draft Long Term Plan to set the same rates in relation to the rating units owned by Nelson Pine Industries Limited as it does for other rating units with a metered connection in Richmond.  Council had also proposed that Nelson City Council take over responsibility for the supply of water to all properties within Nelson City currently supplied with water by Tasman District Council, including ENZA Foods New Zealand Limited and Alliance Group Limited, with the cost of the water supply from Tasman District Council to Nelson City Council being the same as for rating units with a metered connection in Richmond.&lt;/p&gt;
