Housing Accord Aims to Provide 1100 New Homes 

Tasman Mayor Richard Kempthorne has signed an updated Housing Accord with Building and Construction Minister Nick Smith, signalling a continued commitment to facilitating housing development in Tasman District.

The accord sets new annual targets for the Council for consenting new residential dwellings and gives us the ability to recommend the establishment of Special Housing Areas to the minister.

The new targets will see us working to provide 1100 new houses over the next three years.

Mayor Kempthorne says the accord sets out the Council’s commitment to supporting an adequate supply of land and a healthy mix of residential living options for housing.

The accord recognises the infrastructure servicing challenges of freeing up new areas of land for residential development.

The accord also gives the Council the ability to develop a policy for considering requests for Special Housing Areas (SHAs).

“It’s useful to have the ability to streamline consenting processes to enable good-quality, appropriate development in the most suitable areas,” Mayor Kempthorne says.

“We’ve received a strong indication from several developers that they wish to use the SHA process in the near future. Having an accord retains local oversight in the decision-making process, which is important to our communities".

Mayor’s Message 

It is clear that we need to provide good career pathways for the young people in our district, in the key economic industries in our region.

Recently I met with representatives from the horticulture, forestry, fishing and aquaculture and pastoral farming sectors and secondary school principals. We all agreed that it is vital to attract and retain talent among the young people in our region. The outcome of the meeting was to create a better connection between our industries and school leaders, ensuring the opportunities we have for our young people are well understood.

I also recently joined with Councillors to experience accessibility issues of people with mobility, vision or hearing disabilities in our communities. The experience gave us a greater understanding of the way urban design can help or hinder some residents. It also gave me a fresh appreciation of how important it is to be considerate of others. For example, some drivers stopped to let us cross the street. Staff at the mall went out of their way to be helpful. Small gestures like that made our trip around Richmond that little bit easier and we should all be looking out for our fellow residents as much as we can.

Lastly, can I encourage everyone who normally frequents retailers and businesses in Richmond to continue to visit these businesses. The very necessary upgrade to infrastructure in Queen Street is also very disruptive to these businesses and your continued patronage is vitally important to them at this stage. I know from first-hand experience they would love to see you as usual during this time.

Engineering Services Committee – 25 May 2017

  • Heard work to address flooding from Ned’s Creek in Murchison will be carried out by early June.
  • Agreed to extend Fulton Hogan’s contract to manage the Murchison Resource Recovery Centre to 30 September 2018 while the Council considers options for future recycling and waste disposal in Murchison.
  • Engineering Services manager Richard Kirby reported a rise in contaminated material being put in recycling bins. Smart Environmental has contacted property owners and tenants of the small number of properties with significant recycling contamination to encourage clean recycling.
  • Heard structural repairs are underway or planned for 24 bridges throughout the District, including replacement of the old timber deck with a new concrete deck at Roses Bridge on Roses Road, Upper Moutere.
  • Adopted the Annual Plan 2017/2018, including an overall rates income increase of 0.63%. More information on page 3.
  • Received the quarterly financial update, outlining a forecast year-end operating surplus of $8.9 million and year-end net debt of $134.5 million. Staff advised increased forestry revenue meant the operating surplus was likely to be higher than forecast.

Rates and Spending for 2017/2018 Confirmed 

We have confirmed our Annual Plan for 2017/2018, including an overall rate rise of 0.63% and progress on projects worth $34.5 million in the coming year.

Our Annual Plan once again provides even better value for ratepayers than forecast in our Long Term Plan 2015 – 2025 (LTP), while still delivering a broad range of infrastructure improvements, community development opportunities, planning for future growth and sustainable management of our natural resources.

The 0.63% overall rates increase follows a 0.97% increase in the 2016/2017 year.

Thank you to those of you who came along to one of our community engagement sessions to learn more about what we have planned and provide feedback on what our future priorities should be. We received 114 written submissions in response to our invitation to have early input into the development of our next 10-year plan – the Long Term Plan 2018 – 2028. It’s great to get insight into your hopes and vision for the District as we work on the plan that will guide us in years to come.

  • 0.63% overall rate increase – down on the 2.16% forecast in LTP
  • $158.7 million debt – down on $193.8 m forecast

New ‘Line in the Sand’ for Measuring Heights 

Did you know that an invisible “point zero” in the landscape provides the starting point for every height measurement made in Tasman District?

It’s not literally a line in the sand, but this “point zero” (measured from a vertical datum) determines a whole range of other measurements – from minimum ground and floor levels for building, to the location of underground pipes and services.

In the past, councils around the country had a different “point zero”. For builders, surveyors, engineers and other industry professionals in Nelson and Tasman, that meant different calculations to work out heights depending on whether they were working north or south of Champion Road.

That’s about to change. A new national standard for Vertical Datum has been set by Land Information New Zealand and, from 1 July 2017, both the Nelson and Tasman councils will adopt the new standard.

That should make calculating height measurements a lot simpler from now on.

For those who use vertical datums in their work, you will be asked to use the New Zealand Vertical Datum 2016 (NZVD2016) as your reference. From 1 July you will also see that all heights on the ‘Top of the South’ maps (www.topofthesouthmaps.co.nz) have been updated to NZVD2016. If you are submitting height information to the Council, the key thing to remember is to accurately record the datum you have used to avoid any confusion during this transition period.

Councillors Experience Accessibility Challenges First-hand 

Tasman District councillors took a walk in someone else’s shoes this month to gain insight into the challenges faced by those in our community with limited sight, hearing or mobility.

Councillors used wheelchairs, mobility scooters or crutches, and donned vision-dimming goggles or ear muffs while representatives of A4A (Accessibility for All) and Blind Citizens New Zealand led them on a tour of Queen Street and Oxford Street in central Richmond.

The experience gave them a taste of the difficulties that some members of the community face each time they visit Richmond’s town centre.

Mayor Richard Kempthorne said the experience gave councillors a greater understanding of the way urban design could help or hinder some residents from accessing public spaces.

“Small things can make a very big difference to those with mobility or sight challenges, and we need to be aware of that when considering new public spaces or upgrades of existing facilities.

“It also gave me a fresh appreciation of how important it is to be considerate of others. For example, some drivers stopped to let us cross the street. Staff at the mall went out of their way to be helpful. Small gestures like that made our trip around Richmond that little bit easier and we should all be looking out for our fellow residents as much as we can.”

The Queen Street Upgrade currently underway was designed to address some of the access challenges posed by the current street configuration, Mayor Kempthorne said.

Information Sessions for Online Building Consent Applications 

Nelson City and Tasman District Councils have been working together for some time to provide an easy-to-use online building consent application process called GoShift.

As well as providing a single process for companies who work with multiple councils, GoShift also automatically tailors itself to the application – meaning you only have to provide the information required for the project.

In addition, people using the new service can:

  • View records and previous applications
  • Copy applications for a similar project
  • Receive automatic notifications if more information is required.

After testing, we will open up the service to all our building consent applicants on 1 July 2017.

We will be offering public presentations to give you the opportunity to become more familiar with the GoShift portal prior to launch. Everyone is welcome to attend.

Be Safe and Be Seen on your Bike 

Did you know that the rules for bike lights have changed?

As of December, bike lights must be visible from 200 metres, and must be used from sunset to dawn. We’ve partnered with local police and Neighbourhood Support to help ensure the safety of cyclists.

As part of this initiative, we have a limited number of bike lights available for anyone who needs them – you can pick up a set from Tasman District Council service centres.

Consumer has carried out a comprehensive review of a wide range of front and rear bike lights. Be sure to check this out if you are looking to upgrade or replace your lights.

Safety tips

  • Wear bright clothing during the day and reflective clothing after dark

Queen Street Upgrade - What you Need to Know 

The upgrade has moved into Stage 2, from Noel Leeming to Cambridge Street. The first step in each stage is to lay the new 1200 mm stormwater pipe.

This pipe can carry about double the flow of the existing 900 mm pipe and is an important part of providing greater flood resilience to central Richmond. It will serve central Richmond for the next 80-odd years.

The old pipe is about 70 years old and is encased in a thick layer of concrete. Breaking through the concrete is a challenge, and the stormwater replacement is one of the most difficult and time-consuming elements of the upgrade.

The new stormwater pipe is already “live” in Stage 1 (Gladstone Road to McIndoe Place), and the remaining Stage 1 works are continuing – including the construction of a roundabout at the intersection of Queen Street and McIndoe Place.

Remember:

  • The road is closed to vehicles between Gladstone Road and Noel Leeming
  • All shops are open for business
  • The footpath is always open during the day
  • Parking is available along most of Queen Street and in the many carparks accessible from the ring road

What’s on the box?

Part of the Stage 2 works are enclosed by a construction “box” to keep noise and dust to a minimum for pedestrians. The “box”, made up of white panels, is now home to colourful chalkboards, information about the upgrade and reality-altering mirrors – and there’s more to come. There are also windows into the construction zone if you’re interested in what’s happening within the box. Head down and take a look, let the kids doodle on the chalkboards and check out their reflection in the stretchy mirrors while you visit the shops.

Newsline Updates 

Use Good Wood for Winter Burning

Look for the Good Wood tick when you stock up on winter firewood to be sure of dry firewood that will burn cleanly.

Suppliers in the Good Wood scheme can be trusted to provide either:

  • Seasoned firewood, suitable for immediate use during the winter months, or
  • Green (unseasoned) firewood delivered far enough in advance, that if properly stored by the user, it will be ready to burn in winter.

Remember, green wood will not burn efficiently, leaving you with a cold house and smoky fire. A Good Wood supplier will have a moisture meter to measure the moisture content of wood if you wish to confirm that wood being delivered is dry enough to use. Subsidised neutering for menacing dogs

We’re working with the Nelson SPCA to deliver subsidised neutering and microchipping for menacing dogs. The subsidy is funded by the Department of Internal Affairs.  Eligible dogs will be neutered and microchipped at a nominated vet clinic for $25. Dog owners who wish to take advantage of this offer should contact the Nelson SPCA on 03 547 7171 to confirm whether your dog is eligible.

Access to eastern half of Moturoa / Rabbit Island restricted

Public access to the eastern half of Moturoa/Rabbit Island will be closed on three days this winter while an organised game bird hunt takes place. Please note the closure includes all beach front at eastern end.

Fish and Game organise the hunts, which are permitted on a trial basis under the Moturoa/Rabbit Island Reserve Management Plan. The plan was consulted on and adopted in 2016.

The hunts are timed to coincide with low tide to avoid any effect on shore birds. No hunting is allowed within 100 metres of the high tide mark.

Closure dates 2017:

The hunts will take place on the following dates:

  • Saturday 3 June, 8.30 am – 3.00 pm
  • 1 or 2 July (to be confirmed – weather dependent)
  • 29 or 30 July (to be confirmed – weather dependent)

Three-yearly elections to elect volunteers to help look after their local hall/reserve. The following hall/reserve management committee elections are due to take place across the district:

  • Tapawera Recreation Reserve Memorial Management Committee: Wednesday 21 June 2017 at 7.30 pm at the Tapawera Memorial Hall.

Annual round of community grants now open

Are you planning a great community event or project – but need a little help to make it happen? We may be able to help.

Applications for our Community Grants are open, and there is funding available for Tasman-based projects that meet a community need, join communities together and have community support. Priority is given to projects that can show financial support from other sources as well.

To help you get started, we will be running sessions at our local libraries in June and July to show you how to fill in the online form. Details of these will be posted on our website and publicised in future editions of Newsline.

Applications close on 31 July 2016.

  • Festivals and events
