Brightwater Plans 2009-2029

This page contains plans and projects for the Brightwater Settlement outlined in the Council's Long Term and Annual Plans.

The Draft Long Term Plan 2012-2022 is currently being considered. Updated information will be posted following its adoption in June.

Important Note About the Draft Annual Plan 2011/2012

The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.

Brightwater Settlement Profile

Brightwater is surrounded by land of high productive value. The pattern of urban development is both shaped and constrained on all sides by flood risk on the low lying land from the Pitfure Stream, Wai-iti and Wairoa Rivers. This particularly affects the existing residential area in the vicinity of Lord Rutherford Road South and the existing rural and light industrial area to the east of the town centre and will constrain future urban development.

There is a need for better separation of industrial areas from other urban areas to avoid compromising the overall amenity of the town

Brightwater Population Growth

Estimates from Statistics New Zealand project the Brightwater population growing from 1898 in 2006 to 2622 in 2031. This represents an annual average growth rate of 1.2%

Brightwater Zoning

Future residential demand is expected to be satisfied largely from land already zoned residential except for the flood prone areas and a possible additional residential development area located to the west of the existing residential settlement. Future business demand is expected to be satisfied from land already zoned for business purposes except for the flood prone areas a possible new business development area located to the south of the existing rural industrial land.

  • Streetscaping in Brightwater town centre completed in 2017
  • Roading construction River Terrace Road 2014/15 and 2018/19
  • Roading reconstruction Lord Rutherford Road South 2012-2014
  • New walkways and cycleways Charlotte Lane to underpass 2011/12
  • Undergrounding of powerlines in part of Lightband Road, Brightwater 2016/17
  • Brightwater water treatment plant upgrade to meet new Government drinking water standards 2016/17
  • Factory Road water main replacement 2014/15
  • Water pipeline renewals in Brightwater 2013/14, 2015/16 and 2017/18
  • Secure well heads 2009/10
  • Water main replacement Ranzau Road to Three Brothers Corner 2015-2017
  • Teapot Valley water supply extension 2018/19
  • Brightwater to Richmond wastewater trunk main upgrade and Burkes Bank 2017-2019
  • Stormwater reticulation improvements in parts of Brightwater, Jeffries Creek in 2009/10, Mt Heslington Drain diversion 2015-2017

Community Services

  • Funds have been allowed for two hall upgrades in the District during 2012/13 and 2017/18, and this funding could possibly be allocated to upgrade the Brightwater Hall depending on where the greatest need is found to be
  • Funding has been allocated for the purchase of land for the extension of Lord Rutherford Park 2009/10
  • Development of a third sportsfield at Lord Rutherford Park (as land becomes available) 2009/10-2011/2012
  • Ongoing development of the Waimea River Park during the 10 year period
  • Funding has been allocated for the creation of a Village Green 2011/12
  • Funding has been allocated for new play equipment as reserves are developed and for the replacement of aging equipment

These projects have been identified in the long term plan process past 2019.

Engineering

  • River Terrace Road reconstruction – widening of road
  • Brightwater pipeline renewals (started in first 10 years and continuing into years 11-20) and Bryant Street pump station upgrade
  • Brightwater pipeline, fire hydrant, water meter, reservoir and valve renewals (started in the first 10 years and continuing into years 11-20)

Community Services

  • Ongoing development of walkways and cycleways throughout the District
  • Ongoing management, maintenance, planting and development of existing reserves and facilities
  • Purchase and development of new reserves and facilities to meet the needs of the District’s growing population
