Important Note About the Draft Annual Plan 2011/2012
The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.
Kaiteriteri Settlement Profile
The natural attractions of the Kaiteriteri area are its climate, golden sandy beaches, sea views, clear waters, rocky and bushed headlands and pockets of bush, wetlands and estuary. The conservation of these features and access to them is important through the provision of well located reserves and linking walkways. The Kaiteriteri area has a history of Māori settlement, with defended pa sites at Kaka Point, Anawhakau and Pa Point. There are also wāhi tapu sites.
Kaiteriteri attracts high visitor number during the summer months. The beach front area was redesigned during 2001/02 to cater for this. Parking and visitor facilities were improved while the overall amenity of the beachfront was retained.
Because of Kaiteriteri’s scenic quality, limited areas of the beaches and safety considerations, water-related structures such as boat ramps and jetties are located away from the centre of the beach areas. A co-ordinated approach on these matters was pursued by Council with the Kaiteriteri Recreation Reserve Board and the Department of Conservation.
Much of the land at Kaiteriteri is highly erodible, weathered Separation Point Granite. This requires particular care when developments are undertaken. Also, further residential development in the settlement will require upgrading of the wastewater and roading networks.
Kaiteriteri Population Growth
Estimates from Statistics New Zealand project the Kaiteriteri population growing from 415 in 2006 to 431 in 2031. This represents an annual average growth rate of 0.15%

Kaiteriteri Zoning
Future residential demand is expected to be satisfied through the development of land already zoned residential located within the existing settlement boundaries to the south of the main beach. Refer to the Kaiteriteri Settlement Area Map
The land currently zoned for commercial and tourist business purposes is considered sufficient for future requirements.

- Road construction improvements Riwaka-Kaiteriteri 2011-2014
- Kaiteriteri water treatment plant upgrade to meet Government drinking water standards 2013/14
- Kaiteriteri water pipeline renewals 2016/17, meter renewals 2013/14, well head works 2017/18, and high and low level Booser pump station 2017/18
- Replace Tapu Bay wastewater pipeline 2015-2018
- Upgrade wastewater pump stations - Breaker Bay 2011/12, Little Kaiteriteri 2009/10, Stephens Bay 2009/10 and Martin Farm 2014/15
- Wastewater pipeline renewals 2016/17 and rising main renewal through Girvins 2013/14
- Stormwater reticulation improvements in parts of Little Kaiteriteri (Rowling Road) 2011/12 and Martin Farm/Motorcamp 2012/13

Engineering
- Beach carpark resurfacing
- Riwaka Kaiteriteri Road reconstruction and realignment of existing road ending at Cederman Drive
- Torrent Bay beach replenishment (started first 10 years and continuing into years 11-20)
- Little Kaiteriteri wastewater pump station pump replacement, pipeline renewals and Tapu Bay pumping main renewals
- Kaiteriteri water pipeline and water meter renewals (started in the first 10 years and continuing into years 11-20)
Community Services
- Ongoing development of walkways and cycleways throughout the District
- Ongoing management, maintenance, planting and development of existing reserves and facilities
- Ongoing Coastcare work, including planting and dune restoration
- Purchase and development of new reserves and facilities to meet the needs of the District’s growing population
