Important Note About the Draft Annual Plan 2011/2012
The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.
Mapua / Ruby Bay Settlement Profile
Reticulated wastewater and water first became available in Mapua / Ruby Bay about fifteen years ago. Thereafter, the settlement grew rapidly providing for a variety of lifestyles, including rural-residential, tourist, recreation, and residential retirement developments.
The special village character, heritage and natural features of this coastal area are highly valued. In the last several years, services have reached capacity and service limitations have constrained further residential development.
Key issues which will affect future development include:
- Recognition of a major coastal erosion and inundation hazard risk on the low lying coastal plain from McKee Domain to the Mapua Channel
- Providing non motorised access though the area, particularly linked walking access along the coast
- The redevelopment of Port Mapua and the remediated waterfront site for mixed urban purposes
- The redevelopment of the commercial area
- The integrated management of stormwater and upgrading of existing water and wastewater services
A draft development plan which responds to these issues was completed in 2010. A primary objective of the plan change is to enable development while retaining the valued village culture of Mapua.

Mapua / Ruby Bay Population Growth
Estimates from Statistics New Zealand project the Mapua population growing from 1996 in 2006 to 2546 in 2031. This represents an annual average growth rate of 0.98%

Mapua / Ruby Bay Zoning
Future residential development is expected to occur away from the low lying and at risk land near the coast. Residential demand is expected to be satisfied through infill on land already zoned residential and rural residential and some additional new residential development areas located to the north of the existing Mapua township. Opportunities for higher density living will be provided close to the village centre within the remediated site area. Refer to the Mapua Settlement Area Map: Mapua Settlement Area Map
Future demand for commercial land is expected to be satisfied in part from the existing commercial zoned land and in part from additional commercial space within the remediated site. Future demand for light industrial land is expected to be satisfied from the existing zoned light industrial land and new additional land in that same location.
A further feature of the development plan is a network of linked reserves and walkways which enable access through the area and along the coast and low impact stormwater management.

- New walkways and cycleways in Mapua, including Coastal Highway 2012/13, Seaton Valley Road link 2012/13, Rural 3 Harley Road 2011/12 and Gardner Valley/Seaton Valley 2010/11
- Streetscaping in Aranui Road, Mapua completed in 2020
- Mapua water front carpark 2009-2011
- Aranui Road kerb and channel (FCC site) 2009-2011 and Tahi Street 2010/11
- Undergrounding of powerlines in Aranui Road, Mapua 2015/16
- Coastal protection works in Ruby Bay 2018/19
- Mapua wharf renewal of some supports and decking 2011/12 and 2017/18

- Aranui – Higgs Road pump station upgrade and storage 2017/18

- Leisure Park pump station upgrade of pump 2 in 2015/16
- Mapua Wharf pump station upgrade and generator 2009-2011
- Ruby Bay pump station and storage 2016-2018 and pipeline renewals 2016/17
- Stafford Drive pump station and rising main upgrade 2012-2015
- Toru Street pump station upgrade and storage 2016/17
- Upgrade trunk main to Bells Island 2009/10
Community Services
- Mapua Waterfront Park development 2009/10 to be loan funded (dependant on land becoming available and final Audit Report)
- Upgrade the carpark at Mapua Recreation Reserve 2012/13-2013/14
- Funding has been allocated for new play equipment as reserves are developed and for the replacement of aging equipment
- Funding has been allocated for new public conveniences at Mapua Waterfront Park (dependant on the land becoming available and the park development project) 2010/11-2011/12
- Continuing with the Coastcare programmes during the 10 year period
- Funding has been allocated to assist with the either the reconstruction of the Mapua Hall or construction of a new hall 2010/11

These projects have been identified in the long term plan process past 2019.
Engineering
- Aranui Road streetscaping – completion of streetscaping of Aranui Road between Higgs Road and tennis courts
- Ruby Bay coastal protection (started in first 10 years and continuing into years 11-20)
- Ruby Bay Broadsea Avenue maintenance of sections of rock revetments (started in first 10 years and continuing into years 11-20)
- Mapua/Ruby Bay Aranui Combined and Leisure Park wastewater pump stations upgrades, pipeline renewals (started in first 10 years), upgrade of the Trunk Main to Rabbit Island
- Stormwater pipework upgrades in James Cross Place, Langford Drive and Coutts Place
- Pinehill Heights – connect to stormwater system at Brabant Drive/Pinehill Road
- Mapua water supply pipeline renewals
- Mapua and coastal villages Coastal Tasman Pipeline for water (started in the first 10 years)
Community Services
- Ongoing development of walkways and cycleways throughout the District
- Ongoing management, maintenance, planting and development of existing reserves and facilities
- Ongoing coastcare work, including planting and dune restoration
- Purchase and development of new reserves and facilities to meet the needs of the District’s growing population
