Important Note About the Draft Annual Plan 2011/2012
The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.

Estimates from Statistics New Zealand project the Collingwood population growing from 758 in 2006 to 842 in 2031. This represents an annual average growth rate of 0.42%

Pohara / Ligar Bay / Tata Beach / Tarakohe Zoning
This settlement area has developed substantially over the past 20 years as a holiday and retirement area. There is no current reticulated water supply. Through Change 8, the TRMP identifies at Pohara, the intended development of a new residential area south or inland of Abel Tasman Drive on land currently zoned Rural 2. This together with infill in the existing residential and rural residential areas of Pohara, Tata Beach and Ligar Bay is expected to satisfy residential demand. Future business demand is expected to be satisfied from the Port Tarakohe industrial area. A programme of works is being planned to enhance the efficiency, safety and overall amenity of the Port. These works include: developing the local road network so as to provide an additional access route to the Port other than along the coastal route; the removal of waste material, equipment and redundant structures and a programme of amenity planting.

Engineering

- Road construction improvements and cycleway/walkway Abel Tasman Drive, Pohara 2017/18
- Abel Tasman Drive – Ligar Bay to Peterson Road 2018/19 (continues into next ten year period)
- Pohara seawall cycle facility 2009/10
- Port Tarakohe marina and wharf replacement
- Pohara water treatment plant upgrade to meet new Government drinking water standards 2015/16
- Pohara/Tata Beach land purchase and upgrade of wastewater pump station 2013-2015, upgrade gravity main 2009-2011 and reticulation 2017/18
- Tarakohe/Ligar Bay wastewater upgrades 2018/19
- Stormwater reticulation improvements in parts of Pohara 2009-2012 and Pohara Valley 2014/15
- Stormwater culvert upgrade crossing Abel Tasman Drive, Ligar Bay drain improvements 2013/14
Community Services
- Complete Selwyn Street walkway 2009/10
- Develop other walkways and cycleways during the remaining 10 years
- Continue to support coastcare projects running at Tata Beach, Ligar Bay and Pohara during the 10 year period
- Purchase new land to extend Millennium Reserve 2009/10
- Develop new reserves in 2014/15 and 2018/19
- Develop interpretation panels outlining the environmental values along with bird and coast care information for the coastal estuary reserves 2009-2011

Engineering
- Abel Tasman Drive, Ligar Bay to Peterson Road reconstruction – new kerb and channel and footpath
- Abel Tasman Drive, Peterson Road to Tata Heights reconstruction – new kerb and channel and footpath
- Port Tarakohe ongoing management and maintenance
- Upgrading of the Tarakohe, Ligar Bay, Tata Beach wastewater pumping station and pumping mains
- Pohara Sunbelt Crescent and Three Oaks wastewater pump stations upgrades
- Construction of new water supply serving Pohara, Tata Beach and Ligar Bay
- Pohara water meter, fire hydrant, valve renewals. Upgrading of the Pohara Valley source treatment plant and weir
Community Services
- Ongoing development of walkways and cycleways throughout the District
- Ongoing management, maintenance, planting and development of existing reserves and facilities
- Ongoing coastcare work, including planting and dune restoration
- Purchase and development of new reserves and facilities to meet the needs of the District’s growing population
