Important Note About the Draft Annual Plan 2011/2012
The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.
Takaka Settlement Profile
Takaka is the largest urban settlement in Golden Bay. Over the years it has attracted both local and overseas holiday makers as well as permanent residents seeking an alternative lifestyle. Today, the area plays a major role in the District's dairying industry.
The opportunity to expand the existing urban area is limited as it is low lying and subject to the risk of flooding from the Takaka River.
Takaka Population Growth
Estimates from Statistics New Zealand project the Takaka population growing from 1163 in 2006 to 1064 in 2031. This represents an annual average growth rate of -0.36%

Takaka Zoning
The Council has developed a framework for settlement planning in the Takaka - Eastern Golden Bay area since 2005, in consultation with the community. This has resulted in Change 8 to the TRMP. The planning policies identify preferred locations for future residential development and seek to avoid further residential development on productive or flood prone land and to discourage dispersed and ribbon development along roads and the coastline. These policies apply to Takaka and seek to prevent further residential expansion of the existing town.
The TRMP identifies the following alternative residential development areas: (i) Intensification of the existing residential area in Rangihaeata; (ii) the development of a new residential area at south Takaka centred on Park Avenue; (iii) possible low density residential development on the eastern flank of the Rototai Hill – Hambrook Road landform; and (iv) possible low impact, low density development at Motupipi Hill. Future business demand is expected to be satisfied from land already zoned for business purposes in Takaka.

- Some road construction improvements to Meihana Street 2014/15
- Takaka cycle facilities – Bridges Hollow to Takaka Information Centre in 2017/18, central Takaka from State Highway 60 to Glenview 2017-2019
- Takaka fire fighting water supply in 2009/10
- Takaka wastewater treatment plant upgrade 2010/11
- Takaka wastewater pipeline renewals 2011/12 and 2016/17
- Rototai wastewater pump station upgrade 2015/16
- Stormwater reticulation improvements in parts of Patons Rock in 2011/12 and Takaka (Meihana Street 2013/14, Commercial Street 2011/12, Waitapu Road 2018/19)
- Construction of new Takaka water supply scheme 2018/19 (continuing into second 10 year period)
- Upper Takaka water reservoir upgrade 2011/12 and pipeline renewals 2014/15
- Old Fire Station carpark upgrade and resurfacing 2009/10
- Motupipi carpark upgrade and extension 2015/16
- New service lane connecting Buxton Lane and Motupipi carpark 2015/16
- Abel Tasman Drive road construction - Ligar Bay to Peterson Road 2018/19
- Pohara road construction – Abel Tasman Drive 2017/18
Community Services
- Golden Bay community facility (location in Golden Bay yet to be determined) 2012/2013
- Golden Bay school pool upgrades 2101/11 and 2016/17
- Funding for the upgrade of facilities and tree planting at Golden Bay Recreation Park 2010/11 and further funding for upgrading facilities in 2012/13
- Revamp of garden areas in Mrs Falconers Corner in 2009/10
- Installation of new play equipment at the Takaka Memorial Gardens 2010/11
- Funding allocated for new playgrounds as reserves are developed and for the replacement of aging equipment during the 10 year period
- Construct public conveniences and carparking at Labyrinth Rock Park 2009-2011
- Develop natural burial area at Rototai Cemetery 2010/11

Engineering
- Shared path State Highway 60 to Glenview – cycle facilities. Completion of shared use path project
- Willow Street carpark resurfacing
- Town centre streetscaping
- Golden Bay aerodrome runway seal
- Dodson Road, Hiawatha Lane, Motupipi Street, Park Avenue, Primary School and Waitapu Road wastewater pump stations upgrades
- Takaka wastewater pipeline renewals (started in first 10 years and continuing into years 11-20)
- Takaka wastewater treatment pond desludge
- Upper Takaka Harwood Place wastewater pump station upgrade
- Meihana Street new stormwater pipes
- Takaka flood mitigation improvements
- Construct new water supply schemes in Takaka (started in 2018/19)
Community Services
- Business as usual. There are no major changes proposed in years 11-20 at this stage
- Ongoing development of walkways and cycleways throughout the District
- Ongoing management, maintenance, planting and development of existing reserves and facilities
- Purchase and development of new reserves and facilities to meet the needs of the District’s growing population
