Important Note About the Draft Annual Plan 2011/2012
The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.
Tapawera Settlement Profile
Tapawera is a small rural service centre in the Motueka Valley. The surrounding land is of high productive value. The population of the settlement has remained relatively constant over the last 15 years and uptake of residential land has been slow.
Significant usable buildings remain on the former Forest Service headquarters site on the outskirts of Tapawera. The Council wishes to encourage their use for commercial or industrial purposes. While the site is now in private ownership, only part of the buildings on the site are utilised.
The town, through changing land uses related to central and local government restructuring, has a supply of vacant land. To enhance the visual amenity of unused land in the town centre, further landscaping should be undertaken.
Tapawera Population Growth
Estimates from Statistics New Zealand project the Tapawera population growing from 317 in 2006 to 378 in 2031. This represents an annual average growth rate of 0.70%

Tapawera Zoning
Future residential demand is expected to be satisfied from a combination of infill within existing residential areas, land zoned residential but not yet developed and greenfields land currently zoned Rural 1 situated to the south east of the urban area. Future demand for business land is expected to be satisfied from infill within the existing Central Business District.

- Wastewater pipeline renewals 2011/12
- Wastewater treatment plant aerator replacement 2013/14 and landscaping 2011/12
- Carpark construction 2014/15
- New rising main for water pump station 2010/11
- Water pipeline renewals 2011-2013 and meter renewals 2011/12
- Upgrading water source and treatment plant 2009/10 and 2018/19
Indicative Major Projects for Tapawera - 2019-2029
These projects have been identified in the long term plan process past 2019.
Engineering
- Tapawera-Baton seal extension – sealing of 4.0km of unsealed road.
- Tapawera stormwater culvert replacement and new headwall Totara Street.
- Tapawera main water source/treatment plant upgrade. Water meter, valve, fire hydrant renewals.
Community Services
- Ongoing development of walkways and cycleways throughout the District.
- Ongoing management, maintenance, planting and development of existing reserves and facilities.
- Purchase and development of new reserves and facilities to meet the needs of the District’s growing population.
