Upper Moutere Plans 2009-2029

The Draft Long Term Plan 2012-2022 is currently being considered. Updated information will be posted following its adoption in June.

Important Note About the Draft Annual Plan 2011/2012

The Tasman District Council Draft Annual Plan 2011/2012 was adopted by the Council on 10 March 2011. This contains proposed changes from the 2009-2019 Ten Year Plan and the final list of projects will be confirmed by the end of June 2011following consultation with the public.

Upper Moutere Settlement Profile

Upper Moutere is a small rural community with an attractive setting on the rolling Moutere Hills with views of Mt Arthur from some sites. It services the surrounding areas of Neudorf, Dovedale, Ngatimoti, Mahana and Orinoco. The surrounding land is versatile and productive.

Upper Moutere boasts a multi-use sports complex with facilities for indoor and outdoor events.

The main issues for the settlement are the protection of the historic and scenic character of Upper Moutere, and that there are no reticulated water, stormwater or wastewater services.

Particular attention to appropriate methods of effluent disposal at Upper Moutere is necessary to avoid public health and nuisance problems. The consolidation of commercial development on the west side of the Moutere Highway should reduce a potential traffic hazard that exists if commercial zoning is retained on opposite sides of the highway. Upper Moutere Population Growth

Estimates from Statistics New Zealand project the Upper Moutere population growing from 152 in 2006 to 188 in 2031. This represents an annual average growth rate of 0.86%

Upper Moutere Zoning

Future business and residential demand is expected to be satisfied through infill within existing residential and commercial areas. Any development is required to be self servicing.

Major Projects Planned for Upper Moutere - 2009-2019

These projects are part of the 2009-2019 Ten Year Plan.

Engineering

  • Redwood Valley water treatment plant upgrade to meet new Government drinking water standards 2017/18
  • Dovedale new water supply, treatment plant and pipework 2018/19

Indicative Major Projects for Upper Moutere - 2019-2029

These projects have been identified in the long term plan process past 2019.

Engineering

  • Sunrise Valley Road – construction of extra width road
  • Graham Valley Road seal extension – sealing of 3.0km of unsealed road
  • Dovedale water supply pipeline renewals (started in the first 10 years, continuing into years 11-20)
  • Dovedale Humphries Creek and Knots water pump stations upgrades
  • Dovedale Tehepe water pump stations, Thorn’s pump station, Winn’s pump station upgrades
  • Redwood Valley water pipeline, bulk water meter and valve renewals (most of these will be started in the first 10 years and continuing into years 11-20)
  • Redwoods Valley upgrading of the River Road headworks, O’Connor Creek bore and headworks, Golden Hills pumping station and the Booster Pumps at pump stations 1 and 2 (Maisey Road)

Community Services

  • Ongoing development of walkways and cycleways throughout the District
  • Ongoing management, maintenance, planting and development of existing reserves and facilities
  • Purchase and development of new reserves and facilities to meet the needs of the District’s growing population
