Decision notified – appeal period open. Plan Change 86 was notified on Thursday 4th September 2025. The submission period closed on Friday, 3rd October 2025. Further Submissions closed at 5pm on Wednesday 5th November 2025. The Hearing was held on Friday 27th February 2026. Council ratified the Hearing Panel’s decision at their Strategy, Finance and Performance Committee meeting on 7th April 2026 and the decision was released on Wednesday 8th July 2026.

This is a Private Plan Change Request (PPCR). It is to amend the Appleby Gravel Zone boundary for the property at 158 Palmer Road, Brightwater. The affected area will be included in the Appleby Gravel Zone, which means any water takes within the area can be affiliated to the Waimea Community Dam.
